Abstract
El presente trabajo se refiere al desarrollo de un Programa de Excelencia Operacional para una oficina de transferencia y licenciamiento (OTL). En el marco de esta investigación, se ha utilizado como base la experiencia de la OTL de la Pontificia Universidad Católica de Chile (UC), denominada Dirección de Transferencia y Desarrollo (DTD). El interés por desarrollar este programa surge debido a que en el pasado la DTD ha realizado esfuerzos por estandarizar sus procedimientos, pero no ha logrado implementarlos, difundirlos ni utilizarlos en su quehacer de manera formal, reduciendo, por tanto, la posibilidad de mejorar continuamente.
Para el desarrollo del programa se tomó como base una metodología de excelencia operacional, la cual fue aplicada dentro de una de las subdirecciones de la DTD, la Subdirección de Operaciones (SDO), específicamente en el Proceso de Gestión de Proyectos, proceso crítico, dado que, gracias a la postulación de proyectos, posterior adjudicación y su desarrollo, es posible obtener resultados tecnológicos, transferibles a la sociedad. La ejecución correcta del Proceso de Gestión de Proyectos, permite aportar directamente en el cumplimiento de los objetivos estratégicos de “Aumentar el portafolio de I+D” y “Fortalecer la Calidad de Servicio”, asociado estos a su vez a los objetivos específicos de apoyar postulación de proyectos y establecer procedimientos, respectivamente.
La metodología consideró (1) la definición de los objetivos estratégicos que orientan el desarrollo del Programa; (2) la realización de un análisis de la situación actual de la organización, (3) el análisis de procesos, el cual considera a su vez, un análisis de brechas en el proceso definido, un análisis de criticidad que permite identificar el desempeño e impacto del proceso y finalmente la elaboración de la matriz de análisis del proceso, que permitió diagramar los análisis antes mencionados e identificar los focos de mejora.
Una vez identificados los focos de mejora, 4) se realizó el plan de mejoras, el cual fue 5) validado por los integrantes de la SDO. La metodología del Programa de Excelencia Operacional permite crear un plan de mejoras, que por sus características es replicable en otras Subdirecciones de la DTD, así como en otro tipo de Organizaciones.
This work refers to the development of an Operational Excellence Program for a transfer and licensing office (OTL). In the framework of this research, the experience of the OTL of the Pontificia Universidad Católica de Chile (UC), called the Directorate of Transfer and Development (DTD), has been used. The interest in this program development arises because in the past the DTD has made efforts to standardise its procedures, but has not succeed to implement, transmit or use them in their work in a formal manner thus reducing a continuous improvement. For the program development, a methodology of operational excellence was taken as a foundation. That methodology was applied in one of the DTD´s sub directions, the Deputy office for Operations (SDO). The methodology was used in the Project Management Process, which is a critical process because project application, subsequent award and development, allows technological results which are transferable to society. The accurate execution of the Project Management Process allows a direct contribution to the fulfillment of strategic objectives such as "Increase the R & D portfolio" and "Strengthen the Quality of Service". These objectives are related to the specific objectives of supporting application of projects and procedures setting, respectively. The methodology took into account (1) Definition of strategic objectives that guide the program development. (2) Analysis of the current organizational situation. (3) Processes analysis, which considers gap analysis in the defined process, and criticality analysis that allows performance identification and process’ impact. Finally, a matrix elaboration of the process analysis, which allowed diagramming all the analyses performed and identification of improvement areas. Once improvement areas were identified, 4) an improvement plan was carried out and 5) the members of the SDO validated it. The Operational Excellence Program methodology allowed an improvement plan creation, which can be use by other DTD Subdirections due to its characteristics, as well as in other types of Organizations.
