Abstract
Currently, ground transportation accounts for 95% of parcel deliveries in Chile, while air transport represents only 5% and relies exclusively on the belly cargo capacity of commercial passenger flights. This limited participation coexists with sustained market growth, as demand increased by 318% between 2010 and 2024, alongside an underutilized network of public aerodromes, of which 41% have no regular cargo operations. This study evaluates the pre-feasibility of a regional light air cargo service for the Courier, Express, and Parcel (CEP) market in south-central Chile, operating through secondary aerodromes, to determine whether demand, infrastructure, and market conditions are sufficient to support such a service. Demand was estimated using a top-down approach based on the National Institute of Statistics (INE) historical series (2010–2024), regionally disaggregated using the CRITIC method and projected for the 2026–2035 period under three demand scenarios, assuming a 6.67% air modal capture rate. Four viable aerodromes (Talca, Chillán, Los Ángeles, and Pucón) were identified, and the Cessna 208B Super Cargomaster was selected due to its runway compatibility and low operating costs. A hub-and-spoke network centered in Santiago was designed with one daily flight per route. The economic evaluation was conducted through a ten-year discounted cash flow analysis under three pricing scenarios (×1.0, ×1.25, and ×1.5 the ground transport rate), assuming a fixed 40% market capture. The analysis revealed a strong territorial concentration of demand, with the Metropolitan Region accounting for 51.1% of total demand, supporting Santiago as the sole hub. The ground-rate pricing scenario proved economically unfeasible(...).
