Abstract
Los desastres naturales en la ciudad de Valparaíso son factores en común presentes en cada rincón. La dificultad de acceso alas partes altas yel poco espaciopúblico desarrollado en pendiente, dificulta la evacuación y la ayuda en momentos de suma emergencia como son los que ocurren durante un incendio.El proyecto “Mitigación Dual” busca desarrollar los puntos más críticos de la ciudad que hoy en día se presentan como basurales y, por ende, son potencialescatalizadores del fuego por distintos modos de propagación reconocibles en una ciudad cuya topografía genera una aceleración del movimiento de los incendios demanera ascendente, llegando al cordón boscoso ubicado en la parte alta de la ciudad.Por medio de distintas estrategias de diseño, se desarrollarán programas sociales cuyo uso variará dependiendo de la condición del contexto, cambiando entre lacotidianidad y la emergencia, logrando así modificar el entorno para ser de libre accesos incluso para personas con movilidad reducida, generando espacios deintegración en distintos niveles urbanos, modificando la condición de barrio para que, la sumatoria de dichos espacios modifique el contexto en su nivel macro. Alreconfigurar estos espacios en el cerro con espacios públicos, se producirán refugios para ser utilizados en la emergencia como “Respuesta de último minuto” parasituaciones donde los usuarios no puedan escapar por factores de movilidad o contexto con vías de evacuación reducida.
Natural disasters in the city of Valparaíso are common factors present in every corner. The difficulty of access to the high parts and the shortage of public spacedeveloped on slope, makes evacuation and help difficult in times of extreme emergency such as those that occur during a fire.The "Dual Mitigation" project seeks to develop the most critical points of the city that today are presented as garbage dumps and, therefore, are potential fire catalystsby different recognizable propagation modes in a city whose topography generates an acceleration of the movement of the fires ascending, reaching the forestcordon located in the upper part of the city.Through different design strategies, social programs will be developed whose use will vary depending on the condition of the context, changing between the everydayand the emergency, thus managing to modify the environment to be freely accessible even for people with reduced mobility, generating spaces for integration atdifferent urban levels, modifying the condition of the neighborhood so that, the sum of these spaces modifies the context at its macro level. By reconfiguring thesespaces in the hill with public spaces, shelters will be produced to be used in the emergency as a "last minute response" for situations where users can not escapedue to mobility factors or context with reduced evacuation routes.
