Abstract
Los Problemas de Localización de Instalaciones son una rama de la Investigación y Gestión de Operaciones, su importancia radica en la naturaleza estratégica que mantiene sobre las decisiones tácticas y operativas dentro de una compañía. Tienen una alta gama de aplicaciones para diferentes industrias, especialmente para las decisiones de instalar instalaciones de alto costo en diferentes potenciales ubicaciones.La Gerencia de Planificación de Operaciones de LATAM AIRLINES, dentro de sus funciones tiene la planificación de un proceso complejo de entrenamiento para sus Tripulantes de Cabina y Tripulantes de Mando, entrenamiento que necesita de centros de entrenamientos “Door Trainer” con costos de arriendo anuales que varían entre los USD 115.000 y USD 500.000 dependiendo del País y Flota de Aeronave a la cual pertenezca. Los Tripulantes deben realizar este entrenamiento con la frecuencia de una vez al año, y es la Gerencia de Planificación de Operaciones la encargada de decidir dónde instalar un centro de entrenamiento y dónde enviar a los Tripulantes de cada Filial a realizar dicho entrenamiento.La complejidad del problema nace en que hay 7 Filiales (Chile, Brasil, Ecuador, Argentina, Perú, Colombia y Paraguay), 3 diferentes Flotas de Aeronaves (Airbus A320, Boeing 767 y Boeing 787) y cuenta con un total de 3.748 tripulantes de mando y 8.827 tripulantes de cabina. Actualmente el Holding desembolsa un costo total anual de USD MM 6,6. Por este motivo nacen las interrogantes que cuestionan si efectivamente las ubicaciones actuales de los centros de entrenamiento “Door Trainer” y la logística de viajes de Tripulantes para realizar el entrenamiento son las óptimas.Mediante el planteamiento del Problema de Localización de Instalaciones aplicado a las operaciones del procedimiento de entrenamiento “Door Trainer”, en esta investigación se podrá responder a la interrogante de cuáles son las ubicaciones óptimas de los centros de entrenamiento que encuentren el costo mínimo global.Para lograr los objetivos se utiliza la siguiente metodología teórica:1. Definir el criterio de la Función Objetivo, la cual es minimizar los costos totales2. Definir Conjuntos y Parámetros3. Identificar y definir variables4. Identificar y definir restricciones5. Plantear la Función ObjetivoUna vez realizado el correcto planteamiento del Problema de Localización de Instalaciones, mediante el lenguaje de programación ZIMPL y el software de optimización SCIP se logra obtener el costo mínimo global para el holding el cuál es de USD MM 4,9 permitiendo un ahorro total anual de USD MM 1,7.
The Facilities Location Problems are a branch of Operation Research and Management, their importance lies in the strategic nature it maintains over tactical and operational decisions within a company. They have a high range of applications for different industries, especially, for the decisions to install high cost installations in different potential locations.The Operations Planning Management of LATAM AIRLINES, has as main function planning a complex training process for its Cabin Crew and Command Crew. This training requires “Door Trainer” training centers with annual rental costs that vary between USD 150.000 and USD 500.000 depending on the Country and Aircraft Fleet to which it belongs. Crew members must carry out this training on a frequent basis once a year, and it is the Operations Planning Management who is responsible for deciding where to set up a training center and where to send the Crew members to do this training.The complexity of the problem stems from the fact that there are 7 countries (Chile, Brazil, Ecuador, Argentina, Peru, Colombia and Paraguay), 3 different Aircraft Fleets (Airbus A320, Boeing 767 and Boeing 787), with a total of 3.748 Command Crew and 8.827 Cabin Crew. Currently, the Holding disburses a total annual cost of USD MM 6,6. From this problem emerges the wonders, which questions if the current location of “Door Trainer” center training and the travel logistic of Crew member to realize the training are effectively the optimal.Through the approach of the Facilities Location Problems applied to the operations of the “Door Trainer” training procedure, this research will answer the question of which are the optimal locations of training centers that meet the minimum overall cost.To achieve the objectives, the following theoretical methodology is used:1. Define the criterial of the Objective Function, which is to minimize the total costs.2. Define Sets and Parameters3. Identify and define variables4. Identify and define restrictions.5. Pose the Objective Function.Once the correct approach to the Facilities Location Problems has been achieved, through the ZIMPL programming language and SCIP optimization software, the overall minimum cost for the Holding, which is USD MM 4,9, will be obtained, allowing a total annual saving of USD MM 1,7.
