Abstract

Already in the 60’s it was stated that the elaboration and maintenance of food products should be more careful, therefore the HACCP (Hazard Analysis and Critical Control Points) was created a system conceived to assure the quality of food products, taking as the main concept the “prevention”, and as main objective “the prevention of health problems in food”. In 1996 in Chile was created the Reglamento Sanitario de los Alimentos (RSA) – The Sanitary Regulations for Food Products – to direct the situation of harmlessness of food in the country on July 12th 2006 was stated on the DIARIO OFICIAL (Official Newspaper) the modification of Article Nº 69 of the RSA with this, it has become an obligation to implement the HACCP methodology on every organization that the sanitary authorities may determine. On the notion of the global importance of the harmlessness of food products, the ISO 22000 was created a standard that may be applied on any organization within the food chain, from primary producers, to preservative producers, transport services, storage, and retail sales, among others hotel services are not excluded, specially the hotels considered for the study, for being the most preferred entity of tourists, which represent 71,36% (up to year 2008) of all hotel services. The Hotel business is being studied under the basis the ISO 22000 due to the importance that tourism has in Chile, which represents a 12,2% of the touristic Internal Brute Product (IBP) – touristic IBP representative of the hotel services on year 2003- and a 30,7% of the structure of expenses of a tourist that enters the country (percentage representative of the expenses on hotels of a tourist on year 2005). On 2008 tourism already has participation of a 3,11% on the total IBP of the economy, making Hotels and such the third element with most participation with a percentage on the IBP over 0,4%. The investigation is designed to obtain information on every hotel in Chile, so to be able to get a full list of the total services of hotels, it is researched in SERNATUR (Servicio Nacional de Turismo, National Service of Tourism) which gives a faithful list based on the calification and clasification of the types of housing in Chile, but only 258 of hotel services are listed, which represents a 9,8% of total housing services that exist in Chile (3.701 organizations up to year 2008). This translates to a lack of interest of hotels to be registered. A survey was sent by email to every registered hotel. This was not a good feedback, so the sample is re-structured. The only identifiable thing obtained as result was that hotels, besides not registering nationally, are neither being certified nor adopting Chilean regulations. This is why in addition to adapting the sample; the survey is redesigned along with the way to obtain the information, to identify this low interest from organization. Another fact shown is that 3 stars or lower hotels are considered PYMES therefore; they don’t have the necessary budget to get certified, which could be a negative variable. The sample is reduced to the Region Metropolitana, for having the highest percentage of tourists, representing a 25,5% of the total numbers of passengers both Chilean and foreign to touristic hotel organizations in the country (years 2008) and a 29,9% of total overnight stays for both Chilean and foreign passengers in touristic hotel organizations in the country (year 2008). On the other hand, they focus on 4 and 5 star hotels for having the resources to get certified without necessarily having to turn to external financing, this way it is easier for this category to get certified and normalized. Finally, the results obtained from the survey are useful identifying the low interest of the hotel business to get the ISO 22000 certification as demonstrated on question 6: Do you plan to get certified by the ISO 22000? In the first survey there was a 60% that would NOT get certified; within that percentage a 33% mentioned that “the hotel did not require to”. In the second survey 84% of hotels answered that they would NOT get the certification whether it is due to their own hotel regulations or because basically they do not see the benefits it brings, besides the little knowledge on the ISO 22000. A prototype of action plan is designed within the touristic quality of the SERNATUR website, taking advantage of the modifications that are being developed in the public organization due to the little support they’ve had from hotels when it comes to registering, since it damages internal studies and many generate deceit towards consumers. So an Excel prototype is delivered to the Sub department to Development of SERNATUR, easy to use and to implement, to improve the situation, besides suggesting that hotels should be better informed about the existing certifications and regulations, since many do not even know what they are.
