Abstract
El objetivo de este documento es desarrollar propuestas conceptuales para el diseño de un mercado en base a ofertas para el actual mercado mayorista de corto plazo de energía eléctrica en Chile al 2030. Se espera que este mercado entregue las herramientas a sus participantes para integrar energías limpias a la matriz energética nacional de manera competitiva sin afectar de forma negativa al consumidor final.
A lo largo de este documento se incluye un análisis del actual mercado mayorista de energía de corto plazo de Chile, y una revisión a diversas experiencias internacionales de mercados de energía basados en oferta con el fin de visualizar falencias del actual mercado y proyectar mejoras. Además se realiza un análisis de operación del actual mercado mediante Plexos para identificar el comportamiento de los agentes y los rasgos que se deben tener en consideración para establecer las reglas de un futuro mercado de energía basados en ofertas.
Finalmente, se establece que migrar a un mercado basado en ofertas es un desafío dadas las características actuales que posee el mercado en términos de concentración de mercado, ya que es posible que se ejerza poder de mercado de 3 maneras, se retenga capacidad, se aumente o disminuya la oferta para obtener beneficios, o se utilice los desacoples históricos del sistema con el fin de obtener mayores ganancias. Es por ello que se plantean diversas propuestas con el fin de que este mercado funcione de la manera más transparente y justa para los participantes, y que su funcionamiento no afecte al consumidor final. Se espera que este diseño propuesto aporte a un mercado más eficiente y sostenible, con una mejor integración de las energías renovables y aportando al desarrollo sostenible del país a largo plazo.
The purpose of this document is to develop conceptual proposals for the design of an bid-based market for the current short-term wholesale electricity market in Chile by 2030. This market is expected to provide its participants with the tools to integrate clean energy into the national energy matrix in a competitive manner without negatively affecting the end consumer. Throughout this document, an analysis of Chile’s current short-term wholesale energy market is included, as well as a review of various international experiences with offerbased energy markets in order to identify shortcomings in the current market and Project improvements. Additionally, an operational analysis of the current market is carried out using Plexos to identify the behavior of agents and the features that must be taken into consideration to establish the rules of a future offer-based energy market. Finally, it is established that migrating to an offer-based market is a challenge given the current market characteristics in terms of market concentration. It is possible that market power may be exercised in three ways: capacity retention, increasing or decreasing supply to obtain benefits, or using historical system decoupling to obtain greater profits. That is why various proposals are put forward to ensure that this market functions in the most transparent and fair manner possible for participants, and that its operation does not affect the end consumer. It is expected that this proposed design will contribute to a more efficient and sustainable market, with better integration of renewable energies and long-term sustainable development of the country.
