Abstract
La investigación surge de la necesidad de entender la naturaleza de la nueva
legislación que regirá la disposición final de los residuos calificados como
prioritarios. Con este fin es que se determina realizar un estudio que analice el
impacto de la Ley de Responsabilidad Extendida del Productor en el mercado de
los gestores de residuos, como también el origen de esta legislación, y que modelos
de otros países fueron aplicados.
El alcance de este estudio se enmarca geográficamente en Chile, y en el
sector de gestores de residuos. Además considera como modelo a comparar a los
países OCDE, dado que fueron los primeros en implementar dichas y ya han
cometido errores en la implementación. Sin embargo durante la investigación se
llega a la conclusión no debe ser copiada textualmente la ley ni su política, dado
que dependerá de la realidad local del país a implementar.
Para desarrollar este estudio se determinó como objetivo general la
aplicación de un modelo de negocios a los gestores de residuos bajo este nuevo
escenario. Los objetivos específicos están alineados con el fin de cumplir el objetivo
general.
The present work arises from the need to understand the nature of the new legislation that will govern the final disposal of the waste classified as priority. To this end, it is decided to carry out a study that analyzes the impact of the Producer Extended Responsibility Law on the waste managers market, as well as the origin of this legislation, and which models from other countries were applied. The scope of this study is geographically framed in Chile, and in the sector of waste managers. In addition, it considers as a model to compare to the OECD countries, since they were the first to implement them and have already made mistakes in implementation. However during the investigation it is concluded that the law and its policy should not be textually copied, since it will depend on the local reality of the country to be implemented. To develop this study, it was determined as a general objective the application of a business model to waste managers under this new scenario. Specific objectives are aligned in order to meet the overall goal.
