Rehabilitación del patrimonio como estrategia de recuperación de la memoria. Ex cárcel de San Fernando

Abstract

Este proyecto de título plantea la recuperación y revalorización del Monumento Histórico “Ex cárcel de San Fernando”, inmueble patrimonial ubicado en el centro histórico de la ciudad, y que actualmente se encuentra en estado de deterioro y abandono por parte de las autoridades y de la comunidad. Se busca abordar este proyecto desde la restauración y rehabilitación, proponiendo posteriormente, la creación de un centro de memoria y cultura, con el fin de revitalizar el edificio, resignificar su historia, y responder a la actual carencia de espacios culturales inclusivos y activos en la comuna. El objetivo principal del proyecto es poner en valor el edificio y la memoria histórica asociada a la dictadura militar chilena, período en que el inmueble fue utilizado como centro de reclusión y tortura, y, mediante una intervención respetuosa, transformarlo en un espacio abierto a la comunidad que fomente el encuentro, la educación y la cultura. La estrategia consiste en preservar el carácter patrimonial de la edificación, restaurando las zonas que más lo requieran y rehabilitando su cubierta y los espacios completamente deteriorados, con el fin de poder responder a las necesidades de los nuevos programas que les serán consolidados. La propuesta se instala como una alternativa a la desmemoria, utilizando la arquitectura como medio para recuperar no solo el inmueble, sino también el vínculo entre la ciudadanía y su historia. Se plantea así un nuevo hito urbano, capaz de articular pasado, presente y futuro, desde una mirada crítica y propositiva, que fortalezca la identidad local mediante el patrimonio, la memoria y la cultura. This title project proposes the recovery and revaluation of the Historic Monument “Ex San Fernando Prison”, a heritage building located in the historic center of the city, which is currently in a state of deterioration and neglect by the authorities and the community. The aim of this project is to restore and rehabilitate the building, and subsequently propose the creation of a memory and culture center, in order to revitalize the building, redefine its history, and respond to the current lack of inclusive and active cultural spaces in the commune. The main objective of the project is to enhance the value of the building and the historical memory associated with the Chilean military dictatorship, a period in which the building was used as a center of reclusion and torture, and, through a respectful intervention, to transform it into a space open to the community that fosters encounters, education and culture. The strategy consists of preserving the heritage character of the building, restoring the areas that most require it and rehabilitating its roof and the completely deteriorated spaces, in order to be able to respond to the needs of the new programs that will be consolidated. The proposal is installed as an alternative to forgetfulness, using architecture as a means to recover not only the property, but also the link between citizens and their history. A new urban landmark is thus proposed, capable of articulating past, present and future, from a critical and proactive point of view, which strengthens local identity through heritage, memory and culture.
