UNA APLICACIÓN DE SISTEMAS DINAMICOS INTEGRADOS CON HERRAMIENTAS DE OTSM-TRIZ PARA APOYAR EL PROCESO DE TOMA DE DECISIONES: ANALISIS DE MODELOS COMPLEJOS BASADOS EN LA TEORIA DE DECISIONES

Abstract

Nowadays, decision-making poses a challenge which requires discipline, knowledge, analytical skills and being able to recognize the most suitable strategies in order to choose the best option, or the implementation of measures that will suit best the problem raised. Considering this, the following research presents the development of an analysis tool and structured modeling to help the decision maker to identify and propose solutions that are capable of analyse and satisfy among the possible opportunities of intervention for the observed complex problem without the need of intervening on a real situation. The special feature of the proposal is the link created between the initially analyzed situations from its context, which is then transferred to a model that is easier to interpret and handle. For its development it requires integrating of the OTSM-TRIZ methods, system dynamic models and decision-making theory are integrated, identifying the issues underlying the original problem, generating feasible solutions to implement, which in turn allow develop proposals or action policies that impact the variables involved in the model, which is useful for any scenario or case study. In particular in this thesis, the case study developed is in the context of the fires in the city of Valparaiso, determining and recognizing the need to implement a forecasting system by studying feasible scenarios, generating a plan which recognizes at least the weaknesses that must be improved and the requirements with which one should have in order to be prepared to deal with a situation of this kind. Nevertheless, the proposed model is not limited to only solving problems of this kind, such as the disasters used as an example in study case, but can also be used to address other events or situations that require analyzing proposals and conceptual solutions through the study of scenarios. Finally is desired, as value proposition, that regardless of the aptitudes or knowledge of the decision-maker, whether he or she has experience on the matter or not, he or she can be able, through this methodology, of modeling a situation from the proposed steps and therefore generate a simplified representation of the reality.En la actualidad tomar decisiones establece un reto que requiere de disciplina, conocimiento, capacidad de análisis y saber reconocer las estrategias correctas para optar por la mejor alternativa o la implementación de medidas que impacten de mejor forma al problema planteado. Teniendo en cuenta esto, en esta investigación se presenta el desarrollo de una herramienta de análisis y modelación estructurada, capaz de ayudar al tomador de decisión a identificar y proponer soluciones que sean capaces de analizar y satisfacer dentro de la factibilidad de las oportunidades de intervención existente en problemas complejos observados sin necesidad de intervenir en una situación real. La particularidad de la propuesta, es el vínculo creado entre la situación inicialmente analizada, desde su contexto, que luego se traspasa a un modelo más sencillo de interpretar y trabajar. Para su desarrollo se requiere integrar los métodos de OTSM-TRIZ, modelación dinámica de sistemas y la teoría de decisión, que identifican las problemáticas que subyacen del problema original, generando soluciones factibles de implementar, y a su vez permiten desarrollan propuestas o políticas de acción que impacten las variables que intervienen en el modelo, el cual sea útil para cualquier escenario o caso de estudio. En particular en esta memoria, el caso de estudio desarrollado es en el contexto de los incendios ocurridos en la comuna de Valparaíso, determinando y reconociendo la necesidad de implementar un sistema de previsión mediante el estudio de escenarios factibles que generen un plan que reconozca al menos los puntos débiles que se deben mejorar y los requerimientos con los cuales deben contar para estar preparados y enfrentar una situación de este tipo. Sin embargo, el modelo propuesto no se limita a resolver problemas sólo de esta índole, como son las catástrofes en el ejemplo aplicado, sino que permite que sea replicable a otros eventos o situaciones que requieran analizar propuestas y soluciones conceptuales a través del estudio de escenarios. Finalmente, se desea como propuesta de valor que independiente de las aptitudes o conocimiento que posea el tomador de decisión, sin importar si posee o no experiencia en el tema, sea capaz a través de esta metodología de modelar una situación a partir de los pasos propuestos y generar así una representación de la realidad más simplificada.
