Abstract
El presente trabajo de memoria de título tiene por finalidad proponer una metodología para diseñar un sistema de control de gestión para un organismo público, en particular para gestionar la elaboración de Información Ambiental para el Departamento de Gestión Ambiental del Servicio Nacional de Pesca y Acuicultura. Esto con la finalidad de entregar de un servicio de calidad y eficacia, ayudando a resolver los problemas de la ciudadanía. La metodología propuesta se basa en la herramienta de Cuadro de Mando Integral y consiste en declarar la misión y la visión de la organización, de la cual se desprenden los objetivos estratégicos relacionados mediante hipótesis de causa-efecto en el mapa estratégico. Cada objetivo estratégico es medido periódicamente mediante indicadores de gestión asociados a metas y rangos de aceptación. Todos los elementos anteriores se resumen en el Tablero de Control y son almacenados en un software que facilita el registro y análisis periódico de la información. Para el diseño del tablero de control se propone el software PowerBI para el registro y análisis periódico de la información obtenida desde el control de gestión. Finalmente, la propuesta del Cuadro de Mando Integral, será el mapa general que resumirá la estrategia en indicadores e incentivos para la organización, a modo de tener una lectura rápida y clara para los Directores y jefes del organismo
The purpose of this thesis is to propose a methodology for designing a management control system for a public organization, specifically to manage the development of Environmental Information for the Environmental Management Department of the National Fisheries and Aquaculture Service. The goal is to deliver a service of quality and efficiency, helping to solve the problems faced by the public. The proposed methodology is based on the Balanced Scorecard tool and involves defining the organization's mission and vision, from which related strategic objectives are derived through cause-and-effect hypotheses in the strategic map. Each strategic objective is periodically measured using management indicators associated with goals and acceptance ranges. All these elements are summarized in the Control Dashboard and stored in software that facilitates the periodic recording and analysis of information. For the design of the control dashboard, PowerBI software is proposed for the periodic recording and analysis of information obtained from the management control. Finally, the proposed Balanced Scorecard will serve as the overall map summarizing the strategy into indicators and incentives for the organization, providing a quick and clear overview for the directors and managers of the organization
