Abstract
La innovación es cada vez más importante a nivel empresarial y gubernamental en Chile,
lo que se puede apreciar en distintas iniciativas de Gobierno que buscan apoyar tanto la
disciplina de la innovaciôn en las empresas como su aplicaciôn en distintos ámbitos que
impliquen un impacto positivo en la sociedad. Bajo esta perspectiva, en este trabajo se
presenta un caso de estudio correspondiente al primer concurso de innovación abierta
desarrollado de forma masiva por el Gobierno de Chile, abierto a cualquier ciudadano
chileno, todo esto apoyado por una plataforma de software especializada en innovación,
Ilamada Brightidea. Luego, se analiza el proceso de gestión de la innovación que se
aplicó a aquel concurso, con la finalidad de detectar oportunidades de mejora, para luego
introducir más a fonda el concepto de innovaciOn abierta, junto con mencionar los
principales avances y experiencias a la fecha, tanto en la gestión de la innovación coma
en las plataformas de software de innovaciôn más importantes a nivel mundial. Acto
seguido, se presenta una propuesta de mejora al proceso de gestión de la innovación
utilizado en el concurso en estudio, en donde se introducen conceptos de la gestián de
proyectos informáticos basado en la metodologia âgil SCRUM, y asociado a esto la
aplicación del modelo a un concurso de innovación abierta, finalizando con una
propuesta de mejora a la plataforma de software Brightidea. Finalmente, se realiza la
validación de la propuesta a través de un caso de estudio en el cual se aplicó una
metodologla que presenta ciertos avances en la Imnea de lo propuesto en este trabajo,
continuando con la realización de una entrevista a expertos en innovación, quienes
entregan su opinion profesional acerca del modelo y mejoras a la plataforma propuestos.
Innovation is becoming more important for companies and the government of Chile day, which can be seen in various initiatives of the Government of Chile seeking both support the discipline of innovation in companies and its application in different areas involving a positive impact society. Under this perspective, in this work a case study is presented, for the first open innovation contest developed massively by the Government of Chile, open to any Chilean citizen, all supported by a software platform which specializes in innovation, called Brightidea. Then, the process of innovation management that was applied to this competition is analyzed in order to identify opportunities for improvement and then later enter more deeply the concept of open innovation, along with mentioning the major developments and experiences to date, both in the management of innovation and in the leading Software platforms for innovation. Then, a proposed improvement to the process of innovation management used in the open innovation competition in study is presented, where we introduce concepts of software project management based on the agile methodology SCRUM, and associated with this, the application of the model to an open innovation contest, finishing with a proposal to improve the software Brightidea. Finally, validation of the proposal is done by presenting a study case in which a similar methodology was used, that presents certain advances proposed in this work, continuing with the completion of an interview with innovation experts, who give their professional opinion about the model and improvements to the platform proposed.
