EFICIENCIA EN LA EJECUCIÓN PRESUPUESTARIA DE LA SUBSECRETARÍA DE ECONOMÍA Y EMPRESAS DE MENOR TAMAÑO: CHILE 2010-2015

Abstract

El presente trabajo identifica los problemas y desafíos que presenta al día de hoy la ejecución de la Ley de Presupuestos, la que en los últimos años ha visto esfuerzos tendientes a privilegiar la eficacia en desmedro de la eficiencia.El análisis macro abarca distintos periodos presidenciales, a fin de evitar cualquier sesgo político. En particular, se consideran los periodos desde 2010 a 2015.En detalle se analiza el año 2014 para la Subsecretaría de Economía y Empresas de Menor Tamaño, en sus Subtítulos 22 y 29.Los resultados obtenidos, señalan que existen oportunidades de mejora importantes y que, técnicamente, no resultaría complejas de implementar.Desde la perspectiva ciudadana, permitiría conocer, vía Ley de Transparencia, cuán eficaces y eficientes son las instituciones públicas y sus autoridades.

This paper identifies the problems and challenges presented by the implementation of the Budget Law, which in recent years has seen efforts to favor effectiveness in the detriment of efficiency.The macro analysis covers different presidential periods, in order to avoid any political bias. In particular, the periods from 2010 to 2015 are considered.In detail the year 2014 is analyzed for the Subsecretaría de Economía y Empresas de Menor Tamaño, in its Subtitles 22 and 29.The results show that there are important opportunities for improvement and that, technically, would not be complex to implement.From the perspective of citizens, it would be possible to know, through the Transparency Law, how effective and efficient public institutions and their authorities are.
