Abstract
En 2005, nació uno de los más importantes proyectos en el sistema de transporte público
de Santiago, donde Inversiones Alsacia S.A., es pieza fundamental y en la cual sus
resultados operacionales impactan directamente sobre la calidad de vida de muchos de
los habitantes de Santiago. En virtud de ello, y con el objetivo de mejorar la experiencia
de viaje de sus clientes finales, es que Alsacia se enfocó en la implementación de las
mejores prácticas en la administración de activos y como factor clave de la excelencia
operacional identificó el valor de la confiabilidad. Es por esto, que este trabajo de
titulación promueve el diseño de una estrategia similar a la utilizada en el mantenimiento
de clase mundial, tomando los conceptos del “Mantenimiento Centrado en
Confiabilidad” y extrapolándolos al diseño de una estrategia de “Operación Centrada en
Confiabilidad”.
El desafío más importante fue identificar indicadores operacionales claves que
permitieran explicar los resultados financieros de la empresa, el impacto financiero de
cada uno de estos, y su relación con los componentes del modelo centrado en
Confiabilidad Operacional.
Para sustentar la estrategia de la Confiabilidad Operacional, se definió una metodología
de mejoramiento continuo basado en dos ciclos de acción simultánea, divergentes en sus
alcances temporales pero coincidentes en su fin, es decir, un plan con actividades
concretas de mejoramiento.
La divergencia mencionada, corresponde al enfoque distintivo de cada ciclo; reactivo el
primero basado en eventos de falla y proactivo el segundo basado en riesgo potencial.
Para ambos ciclos se recomendó la utilización de herramientas de priorización y
selección de eventos.
Finalmente, se definieron metodologías para estandarizar la cuantificación de los
beneficios de los planes de acción, los cuales serían activados al momento en que un
KPI quedara fuera de control.
