Abstract

The increase in the international passengers traffic of LAN Airlines of 57,3% between the years 1996 and 2005, has meant to extend and to distribute their existing operational centres. Their function is to realize task denominated as "pre-flight", the centres in charge of these tasks receive the name of "International Stations" and operationally depend on the Sub Management of Control of Flight. As a result of the expansion, a loss of control was detected as far as the performance in fulfilment of procedures established in the Flight Operations Manual of LAN Airlines and Manual of Procedures for Flight Control goes. This effect has been pronounced in the yield perceived by the station, which was revealed as a result of the internal audit of the year 2003 displaying a difference of 10% between the stations of Santiago; Main center and the head of the Sub Management of Flight Control, and the Ezeiza station. This result has been the origin of the investigation for this work, with the goal of obtaining the application of a quality philosophy denominated Six Sigma with the intend to diminish the dispersion or variability of the processes with the intention of reducing the perceived defects, which aims to reach only 3,4 defects by million opportunities. The study was made on the basis of the "Methodology of five phases: DMAMC "(To define, to measure, to analyze, to improve, to control) that corresponds to the developed one and recommended by experts. It is possible to emphasize that to use of the Six Sigma philosophy is a challenge for a services company, since in his majority it has been applied at manufacture companies. The used methodology is centered in giving a diagnosis to the sub management of Flight Control of LAN Airlines in respect to its performance in 2 of its 4 main processes: Planning and operational dispatch in three of its stations Santiago, Miami and Ezeiza Based on the operational concept of the Chilean air line with more than 70 years of experience, three functional objectives topics were established: Security in its operational areas, as the main value, Efficiency as commercial objective, and Quality in the Service focusing in the fulfilment of the client’s expectations. The variables for this study were defined as followed: (a) Reemission of the operational flight plans (b) NOTAMS Update (c) Difference in takeoff weight (d) Location of Cg ZFW (e) Associated Flight Control Punctuality The study of the variables depended completely on the existence of data bases and registries in addition to the access, since the majority is considered confidential information. This way it was managed to have a diagnosis on the basis of the variables: (1) Difference in takeoff weight (2) Location of the Cg ZFW (3) Punctuality associated to the Flight Control The result revealed that procedures exist that exceed the operationally allowed, affecting not only the efficiency, but that it is more serious to the flight security, whereas in terms of punctuality corresponding to the times allowed for the fulfilment of functions, the sub management of flight control fulfils the goal established within the same company having an incidence of 0,08% of the total delays registered during the year 2005. The investigation does not include all of the steps of the DMAMC methodology, arriving to the analysis and giving a proposal for improvement, looking for the main causes of the perceived defects. The stages of improvement and control are not approached because they depend on the results obtained after his implementation. Due to the amount of external factors that affect the air operations, it was necessary to make a representative study by sections, defined completely by the amount of operations during the year 2005. The study revealed great levels of dispersion in the amount of fuel on board in the B767-300 and the A340-300. A system of indicators was generated as an improvement proposal, structured by 14 separated topics indicator: Security, Efficiency: Service Quality, and adding a fourth topic denominated as "Indicators that affect cross-sectionally", that its improvement will influence in the three main operational objectives, which must be applied by season.
