Maintenance is an activity that prolongs the life of the software, preserving the investment done in their development, but consumes many resources in an organization; therefore, it is important that this activity is done with productivity improvement in mind. This paper shows the development of proposed practices, metrics and software maintenance policies for a unit of software maintenance belonging to a public institution. The proposals aim to improve the maintenance process that is performed on an ad hoc basis and transform it into a formal process that can be measured and controlled, allowing to learn from experiences of the past, and have resulted in a software product quality. The validation of the study is done through expert judgment method, where the expert panel, that is integrated by 9 members of the unit, expressed the level of agreement they have with the content of each of the individual proposals and assess how the proposals, as a whole, manage to solve the problems identified during the development of the maintenance process. The result of the evaluation is that well over 60% of respondents strongly agree that the proposals allow solving the problems detected
