PROPUESTA DE IMPLEMENTACIÓN DE UNA PMO PARA UNA INSTITUCIÓN DE GOBIERNO

Abstract

El objetivo principal de este trabajo es presentar una propuesta de implementación de una Oficina de Administración de Proyectos para el XVIII Censo de Población y VII de Vivienda, Chile 2012, basado en las buenas prácticas del Project Management Institute (PM I). Para tal efecto se describiO la situación actual de la organizacián con respecto a la planificaciOn y control de las actividades del censo anterior, se evaluO las metodologlas y estáridares disponibles utilizados en la direcciOn de proyectos; determinándose posteriormente el modelo y caracterIsticas de la PMO a implementar. Se adaptaron los procesos propuestos por el PMI en Ia dirección del censo, pIasmndolo en una herramienta de software, con elfin dar visibilidad a cada uno de estos procesos. Finalmente se realizó una encuesta para validar el nivel de satisfacciOn y reconocimiento del aporte metodológico implementado por Ia PMO. Tamblén se relatan los aciertos y dificultades en esta implementación.

This work presents a proposal for the implementation of a Project Management Office for the Chilean 2012's XVIII Population Census and VII Housing Census, based on good practices proposed by the Project Management Institute (PM I). To this end, the current situation of the organization (INE) is described with respect to the planning and control of the activities of the previous census, available methodologies and standards used in project management; subsequently, the model and features of the Project Management Office to be implemented was determined. The processes proposed by the PMI were adapted to be used by the census, and implemented in a software tool. Finally, a survey was applied to validate the level of satisfaction and recognition of the methodological contribution of the PMO. Achievements and difficulties in implementing the PMO are also discussed in this document.
