EVALUACIÓN DE PREFACTIBILIDAD PARA CONTINUACIÓN DE ESTUDIOS DE TÉCNICOS DE NIVEL SUPERIOR.
Abstract
El proyecto surge como respuesta frente a 2 situaciones, siendo la primera, la modificación de la reglamentación aeronáutica DAR y DAN 65 el año 2019, exigiendo estudios profesionales y un grado de licenciatura a aquellos que quieran optar por la licencia se Supervisor de Mantenimiento Aeronáutico, generando esto una disminución de un 1% de los profesionales activos a nivel nacional, y en segundo lugar debido al alza en la prosecución de estudios de Técnicos de Nivel Superior a nivel nacional, enfocándose el presente proyecto en profesionales de índole aeronáutica, ya que en Chile no existe una carrera de Ingeniería de Ejecución orientada al ámbito aeronáutico que les permita a los profesionales Técnicos Aeronáuticos realizar una prosecución de estudios en su área.
El mercado aeronáutico nacional ha presentado un constante y positivo crecimiento, ya que durante el año 2018 hubo un total de 24.534.323 pasajeros transportados y el año 2019 un total de 26.086.612, obteniendo un crecimiento positivo de 6.33%, lo cual generó anualmente un aumento en la demanda de carreras, tanto técnicas como profesionales aeronáuticas, un claro ejemplo es el aumento de personas que ingresaron a carreras aeronáuticas, observando un crecimiento de las matrículas aproximadamente en un 48% entre los años 2018 y 2019. Las únicas instituciones a nivel nacional autorizadas y acreditadas para impartir carreras aeronáuticas son la UTFSM, la ETA y la U. de C.
Se desarrolla a continuación un Estudio de Prefactibilidad para la planificación y elaboración inicial de un plan de estudios de Ingeniería de Ejecución. Dicha carrera recibirá el nombre de Ingeniería de Ejecución en Gestión Aeronáutica y se desarrollará en la UTFSM. La innovación que presenta este proyecto es el de formar a profesionales aeronáuticos mejor preparados y con una mayor capacitación y conocimiento en el ámbito del mantenimiento aeronáutico, capaces de tomar cargos de jefatura y subgerencia. Según el estudio de mercado realizado, el público objetivo está formado por carreras Técnicas de Nivel Superior relacionadas con el mantenimiento aeronáutico, como Mantenimiento Industrial, Automatización y Control, Electricidad, Electrónica, Mecánica Industrial. Mientras que las carreras Técnicas aeronáuticas consideradas fueron Técnico Universitario en Mantenimiento Aeronáutico (TUMA), TNS en abastecimiento, TNS en Seguridad Aeroportuaria y TNS en Seguridad, Salvamento y Extinción de Incendios.
La brecha insatisfecha que se buscará cubrir para el primer año de operación, considerando el escenario más desfavorable, será de un 62%, es decir, 20 de las 32 personas interesadas en el plan de estudios propuesto. Según lo proyectado, la brecha al segundo año aumentará en un 4%, manteniéndose contante hasta el final del proyecto en un 41% de demanda insatisfecha, sin embargo, de acuerdo con lo planificado, la cantidad de matrículas se mantendrá constante durante todo el horizonte del proyecto, lo cual corresponde a un ingreso anual de 20 nuevos alumnos. El plan de estudios se impartirá en la Cede Santiago, San Joaquín de la Universidad Técnica Federico Santa María localizada a 1 cuadra del metro Camino Agrícola. Este punto fue elegido estratégicamente, considerando los factores de Movilidad, Infraestructura y el desarrollo de diferentes carrereas en modalidad vespertina. El servicio estará orientado a personas que ya cuenten con un título TNS y tengan aproximadamente entre 3 a 5 años de experiencia en el mercado laboral, ya que, según un estudio realizado por el SIES, un 31% y 38% respectivamente realizan prosecución de estudios a nivel nacional.
Los resultados del estudio técnico/financiero del proyecto nos arroja que el proyecto puro, en un escenario pesimista con 19 alumnos, tiene un VAN de $14.385.267, un TIR de 16% y un P.R.I de 7 años, mientras que el proyecto con financiamiento al 50% y 75%, en el mismo escenario pesimista considerando 19 alumnos anuales, tienen un VAN de $5.616.452, un TIR de 19% y un P.R.I de 7 años, VAN de $15.617.311, un TIR 22% y un P.R.I de 7 años respectivamente. Lo anterior nos lleva a concluir que, bajo las condiciones que se establecieron durante el estudio, existe la demanda mínima necesaria, la cual es de 34 personas en el escenario pesimista, para planificar y poner en marcha el proyecto, considerando la opción del proyecto puro sin financiamiento, esto dada la rentabilidad que obtendría y a que la recuperación del capital invertido se haría antes de alcanzar el fin del horizonte de planificación. The project came up as a response to 2 situations. The first one is the modification of the aeronautical regulations DAR and DAN in 2019, which demands professional studies and a bachelor's degree to those who wish to apply for the Aircraft Maintenance Supervisor license. This resulted in a 1% decrease of the active professionals nationwide. The second one is the rise in the pursuit of studies of Higher-Level Technicians nationwide. The project is focused in aeronautical professionals, since Chile doesn’t have an Execution Engineering career aeronautical field oriented that would allow Aeronautical Technical professionals to pursue studies in their area.
The national aeronautical market has presented a constant and positive growth, since during 2018 and 2019 a total of 24,534,323 and 26,086,612 passengers were transported respectively, which resulted in a positive growth of 6,33%. This generated an annual increase in careers demand, both technical and aeronautical professionals. The increasing number of people entering aeronautical careers is a clear example of this, observing an approximately 48% growth in enrollment between 2018 and 2019. UTFSM, the ETA and the University of Chile are the only national institutions accredited and authorized to teach aeronautical careers.
A Pre-Feasibility Study is then developed for the planning and initial preparation of an Execution Engineering curriculum. This career will be called Execution Engineering in Aeronautical Management and will be developed at the UTFSM. The innovation presented by this project is to train better prepared aeronautical professionals with greater training and knowledge in the aeronautical maintenance field, capable of taking leadership and sub-management positions. According to the market research conducted, the target audience is made up of Higher-Level Technical courses related to aircraft maintenance, such as Industrial Maintenance, Automation and Control, Electrical, Electronics, Mechanical Industrial. While the Aeronautical Technical careers considered were University's Aviation Maintenance Technician (AMT), TNS in supply, TNS in Airport Security and TNS in Security, Rescue and Fire Fighting.
The unsatisfied gap that will be covered for the operation’s first year, considering the most unfavorable scenario, will be 62%, that is, 20 of the 32 people interested in the proposed study plan. As projected, the gap in the second year will increase by 4%, remaining constant until the end of the project with 41% of unsatisfied demand, however, according to plan, the number of enrollments will remain constant throughout the project’s planning horizon, which corresponds of 20 new students entering annually. The curriculum will be held at the Santiago, San Joaquín Headquarters of the Federico Santa María Technical University located 1 block from the Camino Agrícola subway. This location was chosen strategically, considering factors as mobility, infrastructure and the development of different careers in the evening mode. The service will be aimed at people who already have a TNS degree and have approximately 3 to 5 years of experience in the labor market, since, according to a study performed by SIES, 31% and 38% respectively carry out further studies at a national level.
The results of the project’s technical/financial study show us that the pure project, in a pessimistic scenario with 19 students, has a NPV of $ 14,385,267, an IRR of 16% and a P.R.I of 7 years, while the project with financing at 50% and 75%, in the same pessimistic scenario considering 19 annual students, have a NPV of $ 5,616,452, an IRR of 19% and a PRI of 7 years, NPV of $ 15,617,311, an IRR 22% and a PRI of 7 years respectively. The foregoing leads us to conclude that, under the conditions established during the study, the minimum necessary demand exist, which is 34 people in a pessimistic scenario, to plan and start the project, with the option of pure project without financing considered. This given the profitability that it would obtain and that the invested capital would be recovered before reaching the end of the planning horizon.
