PROPUESTA DE REASIGNACIÓN DE FUNCIONES DE UN TÉCNICO DE MANTENIMIENTO EN UNA PASADA DE PUERTO, CASO APLICABLE A FLOTAS AIRBUS EN CHILE.
Abstract
La escasez de técnicos en mantenimiento aeronáutico en Chile ha generado gran impacto en la industria de la aeronáutica civil, provocando que las aerolíneas se vean obligadas a extender sus periodos de mantenimiento programados con la consecuencia de generar altos costos a las compañías.
Dada esta problemática nacional, se realizado una investigación de mejoras alineadas con metodólogas de los modelos “Low Cost” y mejora continua en busca de una solución viable al déficit y al Skill que estaban teniendo los técnicos en mantenimiento.
En este análisis se observó que hay un gran porcentaje de técnicos dentro de las compañías (alrededor del 22,0%) que debían permanecer por obligación durante el día al lado de las aeronaves para cada vuelo tránsito o bien llamado “pasada de puerto”, dado que así lo determinan los programas de mantenimiento de las compañías. Este recurso es utilizado normalmente en los turnos de mañana y tarde en el aeropuerto de Santiago (SCL) – Arturo Merino Benítez – dado que en estos turnos hay mayores operaciones de vuelo, siendo el turno de la noche utilizado en su mayoría para realizar el mantenimiento a las aeronaves. Este aeropuerto es el que se utiliza como HUB para las tres compañías que operan el mercado doméstico (LATAM, SKY, JETSMART) y que por tanto tienen sus bases de mantenimiento en Chile, más en específico en SCL. Sin embargo, el estudio puede ser aplicable a cualquier compañía que quisiese ingresar al mercado nacional.
En la búsqueda de mejoras en el skill de estos técnicos en mantenimiento que están asistiendo a vuelos tránsito, dejando de lado sus funciones propias de mantenimiento para realizar tareas de apoyo terrestres, se encuentra que dentro de los manuales de mantenimiento que lo que antes para Boeing era una exigencia (realizar mantenimiento de tránsito) y la razón por la que los técnicos se encuentran en cada vuelo, hoy Airbus no lo exige.
Se encuentra una mejora para skill de funcionarios técnicos en mantenimiento, por lo que el proyecto propone reasignar estas funciones realizadas por los Técnicos a personal de Ground handling y Ground Service de manera tal de poder reasignar este recurso a los turnos de noche y así mejorar lo tiempos de ejecución del programa de mantenimiento y además dar solución a la falta de personal que afecta hoy a la industria.
Esta propuesta es aplicable para aerolíneas que operen flotas Airbus, dado que es ese fabricante el que permite una mejora en base a sus manuales de manteamiento.
El estudio de la normativa vigentes en Chile indica que es posible hacer una reasignación dado que las tareas a reasignar no son tareas propias de mantenimiento y por tanto no son constituyentes a restablecer la aeronavegabilidad y no necesitan para ello de una licencia aeronáutica.
Sin embargo, como estaba establecido ante la autoridad aeronáutica (DGAC) que el técnico realizaba estas tareas, para poder reasignar estas tareas entonces, se debe realizar una capacitación al personal al cual se le traspasaran estas funciones.
Esta figura será admisible para aeronaves en condición 1, dado que estas no presentan fallas o notas de mantenimiento y por ende no pierden la aeronavegabilidad continua. Para una aeronave en condición 2, se plantea la figura de un mecánico a requerimiento que ira a atender la falla al vuelo pertinente.
Con esta reasignación será posible rescatar alrededor del 77% del personal total diario que estaba realizando esta labor, dado que el restante 23% quedará disponible como equipo de mantenimiento ante una falla en vuelo tránsito.
La reasignación de estas funciones permitirá una disminución de los costos por concepto de “avión en tierra” de 83% aproximado, teniendo en consideración que un avión pierde USD$35 por cada minuto extra que pase en tierra. Además, permitirá solventar la escasez de técnicos en la industria, permitiendo a las empresas poder utilizar mejor los roles de cada uno de estos técnicos y ahorrando al no tener que contratar más recursos humanos.
La reasignación de las tareas al personal de Apoyo Terrestre permitirá a las empresas mejoras sus estados financiaros aumentando su CASK en el proceso. The shortage of aeronautical maintenance technicians in Chile has had a great impact on the civil aeronautical industry, causing airlines to be forced to extend their scheduled maintenance periods with the consequence of generating high costs for companies.
Given this national problem, an investigation of improvements was carried out in line with methodologists of the “Low Cost” models and continuous improvement in search of a viable solution to the deficit and skill that maintenance technicians were having.
In this analysis, it is realized that there is a large percentage of technicians within the companies (around 22.0%) who had to remain by obligation during the day next to the aircraft for each transit flight or well called "port pass". since this is determined by the maintenance programs of the companies. In the search for improvements in the skill of these maintenance technicians who are assisting in transit flights, setting aside their own maintenance functions to perform ground support tasks, it is found that within the maintenance manuals that what was used before for Boeing was a requirement (perform transit maintenance) and the reason why technicians are on every flight, today Airbus does not require it.
There is an improvement for the skill of officials is in maintenance, so the project proposes to reassign these functions performed by the Technicians to Ground handling and Ground Service personnel in such a way as to be able to reassign this resource to night shifts and thus improve times of execution of the maintenance program and also to solve the lack of personnel that affects the industry today.
This proposal is applicable to airlines that operate Airbus fleets, since it is that manufacturer that allows an improvement based on its maintenance manuals.
The study of current regulations in Chile indicates that it is possible to reassign since the tasks to be reassigned are not proper maintenance tasks and therefore are not constituents of restoring airworthiness and do not require an aeronautical license.
However, as it was established before the aeronautical authority (DGAC) that the technician performed these tasks, in order to reassign these tasks then, training must be carried out on the personnel to whom these functions will be transferred.
This figure will be admissible for aircraft in condition 1, since they do not present failures or maintenance notes and therefore do not lose continuous airworthiness. For an aircraft in condition 2, the figure of a mechanic on demand is presented who will attend to the failure on the relevant flight.
With this reassignment, it will be possible to rescue around 77% of the total daily personnel who were carrying out this work, since the remaining 23% will be available as maintenance equipment in the event of a failure in transit flight.
The reassignment of these functions allows a reduction in costs for “plane on the ground” of approximately 83%, considering that a plane loses USD $ 35 for each extra minute spent on the ground. In addition, it will be able to solve the shortage of technicians in the industry, allowing companies to better use the roles of each of these technicians and saving by not having to hire more human resources.
The reassignment of tasks to the Ground Support staff allowed companies to improve their financial status by increasing their CASK in the process.
