PROPUESTA DE DEFINICIÓN DE VALOR DE LAS TASAS DE EMBARQUES EN CHILE
Abstract
El presente trabajo presenta una estimación de los potenciales beneficios que se pueden obtener al reducir los valores de las tasas de embarque en Chile a través de una propuesta para definir el valor de las tasas de embarque en el país. Para poder plantear la propuesta se realizó una comparación de los valores y como se reajustan las tasas de embarque de distintos aeropuertos de la región sudamericana, con el fin de analizar cómo se posiciona Chile en la región. Se consideraron aeropuertos como el de Lima, Sao Paulo y Bogotá.
Se observó que, en términos de reajustes, el mecanismo base para actualizar el valor de las tasas es el IPC, y en algunos casos el IPC de Estados Unidos para la tasa de embarque internacional.
En término del valor de la tasa, se apreció que el principal aeropuerto de Chile, Arturo Merino Benítez, posee la segunda tasa de embarque nacional más alta en la región con un Valor de USD 8,60 mientras que el aeropuerto de Lima tiene una tasa de USD 11,53, sin embargo, posee la tasa de embarque internacional más baja con un valor de USD 26.
La evidencia que se ha podido encontrar en los estudios económicos, que estiman los beneficios que se pueden obtener al reducir las tasas de embarque y eliminar impuestos aeronáuticos, estima que al reducir las tasas y eliminar impuestos aeronáuticos en la región de Latinoamérica y el Caribe, se obtendría un beneficio de más de 87 mil millones de dólares en el producto geográfico bruto de la región, acompañado del aporte de más de 912 mil empleos. Países cercanos, de la región sudamericana, como Colombia y Argentina, han podido incrementar el nivel de pasajeros y potenciar el turismo al reducir el valor de las tasas de embarque.
Ocupando como punto de comparación el modelo de definición de tasas del aeropuerto de Malpensa, que, en orden de magnitud de movimiento de pasajeros totales, es similar al aeropuerto de Santiago, el cual define el valor de sus tasas dependiendo de si el vuelo es dentro o fuera de la unión europea. Este tipo de modelo, estimula la demanda de pasajeros internacionales, lo que se observa en la cantidad de pasajeros internacionales que cuadruplica a la de pasajeros nacionales.
En base a todo lo anterior, se propone definir las tasas de embarque en Chile en 3 categorías, nacional, regional e interregionales, donde los vuelos regionales, son aquellos vuelos internacionales cuyo destino final este dentro de la región de Sudamérica y los vuelos interregionales son los vuelos internacionales cuyo destino final se encuentra fuera del cono sur de América.
Se postula que, para poder estimular la demanda de pasajeros internacionales de manera efectiva, el valor de la tasa de embarque regional se fije en un valor menor o igual a 13 USD, logrando así poder beneficiar a más de 5,9 millones de pasajeros internacionales del aeropuerto de Santiago y logrando reducir incluso en un 27% el costo total de los pasajes. Por otro lado, el valor de la tasa interregional, con las condiciones de mercado actuales puede rondar entre los 20 a 24 dólares, dado que la incidencia de la tasa en este tipo de vuelos es más baja comparada con vuelos nacionales o regionales. The following thesis intends to present an estimation of the potential benefits that may come from reducing the values of boarding fees in Chile; this through a proposal that states a different way of calculating and stablishing the worth of boarding fees. In order to make the proposal it was made a comparison of the different values including how boarding fees of some of the main airports in the South American Region are adjusted, so that it would be possible to analyse where and how Chile is placed in comparison with the main airports of the region, such as the ones in Lima, Sao Paulo and Bogotá. By the previous analysis it was perceived that, in terms of readjustment, the base mechanism for updating the value of fees is the RPI, and in some cases, for the international boarding fees the RPI from the United States is used. In terms of the cost of the boarding fees, SCL Airport (Aeropuerto Internacional Arturo Merino Benitez) has the second highest national boarding rate with the value of USD 8.60, this behind cost of the one from Lima Airport that has and USD 11.53 rate. Nevertheless, it is important to mention that SCL has the lowest international boarding fee, with a value of USD 26. There are several economic studies that estimate that the benefits that may be gained by reducing boarding fees and eliminating all together aeronautical taxes, for example SEO Amsterdam Economics, estimates that by reducing fees and by removing aeronautical taxes, Latin-American and Caribbean areas would obtain profits of USD 87.000 million dollars in their gross geographic product (GCP), this accompanied by 912 thousand new jobs. It is important to point out, that nearby countries, such as Colombia and Argentina, have been able to increase their number of passengers by reducing their boarding fees. For the making of this thesis, the model definition for fees of the Malpensa airport was studied, which has a similar magnitude of passengers as SCL Airport. This model defines the value of fees depending on whether the flight is taken place inside or outside of the European Union. This way of stablishing fees stimulates the demand for international passengers, since it can be seen that the number of international passengers is four times the number of national passengers.
Based on all the above, this thesis suggests that boarding fees in Chile to be divided in to three categories, national, regional and interregional flights; where regional flights would be the international flights that take place in countries of located in South America, and interregional flights being the ones arriving to countries outside of South America. What this thesis proposes, is that in order to simulate the demand of international passengers, the boarding fee should be USD 13 (or less), thus being able to benefit more than 5,9 million passengers that depart from SCL Airport, and even lowering the total values od tickets by 27%. On the other hand, the value of inter-regional rates, with the current market conditions, could fluctuate between USD20 and USD24, given that the occurrence of the rate on this type of flight in lower compared to national and regional flights.
