ANÁLISIS Y PROPUESTA PARA MEJORA DE ÍNDICES DE DESEMPEÑO EN PEQUEÑAS EMPRESAS DE DISTRIBUCIÓN ELÉCTRICA
Abstract
En un ámbito energético en Chile que está evolucionando, en donde el funcionamiento y las normativas asociadas a los distintos segmentos del Mercado Eléctrico están cambiando y buscando adaptarse a los nuevos requerimientos, producto de nuevas tecnologías y con ello nuevas formas de operar, hacen que se requiera analizar nuevas opciones de abastecimiento. En particular, en el segmento Distribución de electricidad se visualizan algunos cambios importantes, siendo uno relevante el que los consumidores finales se les deben entregar un servicio con estándares de calidad acordes a un país que busca el desarrollo.
Basado en lo anterior y ante la dictación de una Norma Técnica de Calidad de Servicio para Distribución, publicada en el mes de diciembre de 2017, se visualiza la necesidad de revisar la forma eficiente, tanto técnica como económicamente, que permita dar cumplimiento a las exigencias que en dicho documento se les requiere a las Empresas de Distribución en el país.
De la revisión realizada a las normativas de calidad de suministro, tanto nacional como internacional, se encuentra que la antigua normativa nacional estaba enfocada en la mejora de la infraestructura, no siendo el foco principal los clientes finales ni todos eran vistos de la misma forma.
De la comparativa, se observa que lo realizado en Chile es un avance importante hacia los sistemas implementados en países desarrollados, en donde también buscan mejorar el servicio al cliente final con diversos mecanismos. Si bien no existe una única forma de mejorar el servicio al cliente, si se tiene un consenso que siempre es necesario estar monitorizando y exigiendo a los operadores o empresas distribuidoras, ya que, al ser un monopolio natural, estas tienen el incentivo particular de aumentar sus ganancias y podrían descuidar la calidad del servicio en post de dicho objetivo.
Una vez que se tiene un contexto normativo de las nuevas exigencias, se realiza un trabajo que consiste en un análisis y propuesta técnica de implementación para mejorar los índices de desempeño y continuidad de servicio de pequeñas empresas de distribución eléctrica, considerando sistema de respaldo. En particular, se analizaron sistemas convencionales, como pequeños grupos de generación con diésel u otro combustible, sistemas de almacenamiento mediante baterías, bombeo u otra tecnología, sistemas con paneles solares, y generar una comparación entre ellas.
En el inicio de la investigación se consideraba como factor relevante del problema a resolver la ubicación y características de emplazamiento de las pequeñas empresas de distribución, pero producto de las opciones tecnológicas de respaldo y principalmente que los puntos de desconexión en distribución se desconocen y ocurren en largas distancias, se descarta la opción de instalar equipos en un punto fijo, por lo que la información particular de los lugares a instalar no revierte mayor relevancia en la recomendación final.
Se determina que la opción más conveniente para las empresas Distribuidoras, tanto económica como técnicamente, es la implementación de sistemas móviles de respaldo utilizando grupos electrógenos de generación. Si bien existen otras opciones tecnológicas, como lo son los sistemas de almacenamiento mediante baterías, estos poseen costos de inversión más elevados y deben ser instalados en sitios fijos, no siendo esto el óptimo en Distribución, ya que a priori se desconoce el punto donde se requerirá el respaldo.
Si bien los costos de inversión en equipos pueden ser relevantes, dependiendo del tamaño de la empresa distribuidora, la exposición a multas por incumplimientos, las cuales han sido elevadas en los últimos años, hace ver que la inversión se rentabiliza a largo plazo, mejorando sustancialmente la calidad de suministro que recibe el cliente final. In an energetic field that is evolving in Chile, where the way it works, and the regulations associated to the different niches in the Electricity Market are changing and searching for adaptation to the new requirements, as a product of the new technologies and new ways of operating, it is necessary to analyze new supply options. Particularly, in the electricity Distribution segment are seen some important changes, being a relevant one that in which the final consumers must receive a service with a standard of quality according to a developing country.
Based on the foregoing and considering the enacting of a Norma Técnica de Calidad de Servicio para Distribución (Quality of Service Technical Standard for Distribution), published on December 2017, it is implied the necessity of inquiring for an efficient way, technically and economically, that allows to accomplish with the imperatives that such document demands to the Distribution Companies in the country.
From the revision done to the supply quality regulations, both national and international, it has been found that the former national regulation was aimed on improving the infrastructure, not being that the focus of the final customers, who in turn did not see it in similar ways.
From the research, it has been observed that Chile has given an important step towards the systems implemented in developed countries, where the companies also try to improve the service to the final customer through several mechanisms. Although there is not a unique way to improve the customer service, there is consensus about the necessity of always being monitoring and pressing the operating or distribution companies, since, being these a natural monopoly, they have the incentive of increasing their profits, sometimes ignoring the quality of the service, in pursuit of that goal.
After having a regulatory context of the new demands, it is necessary to perform an analysis and make a technical implementation proposal to improve de performance ratios and service continuity of small electricity distribution companies, considering a support system. Particularly, conventional systems, such as small diesel (or another fuel) generation groups, battery-based storage systems, pumping or another technology, and solar system panels were analyzed and compared among them.
At the beginning of the research it was considered as a problem’s relevant factor the placement and the location features of the small distribution companies, but, as a product of the technological support options, and mainly because the disconnection points in distribution are unknown and occur in long distances, the option of installing generators at a fixed location has been discarded, consequently, the particular information about the placement sites does not imply greater relevance in the final recommendation.
It has been determined that the most convenient option for the Distribution companies, economically and technically talking, is the implementation of mobile support systems using generator sets. Even though, there are some other technological options, such as the battery-based storage systems, those imply a higher investment cost and must be installed at fixed locations, being this non-optimal for Distribution, since the point where the support will be required is not known beforehand.
Although the investment costs in equipment can be relevant depending on the distribution company size, the exposure to fines for not respecting the regulation, fines that have been increased in the last years, convey that the investment is paid for itself in the long run, improving substantially the quality of the supply the final customer receives.
