Abstract
En la actualidad no es sorpresivo señalar que existen problemas energéticos a nivel mundial. El desarrollo económico, hasta hace pocos años, estaba fuertemente ligado al nivel de consumo energético, pero factores como el agotamiento de combustibles, la contaminación, el aumento demográfico, el hacinamiento y la preocupación por el medio ambiente han detonado la necesidad de encontrar nuevas tecnologías que permitan un desarrollo sustentable. Es en este punto donde el sector residencial tiene una gran relevancia y un alto potencial para disminuir la cantidad de gases de efecto invernadero y promover la eficiencia para así disminuir el consumo energético.
El siguiente estudio busca informar y promover la eficiencia energética como política pública, evaluando las implicancias sociales de aumentar las exigencias de acondicionamiento térmico de viviendas sociales mediante una evaluación económica desde el Estado. Para ello se presentan antecedentes actuales que permiten comprender la problemática medioambiental global, la situación del mercado eléctrico nacional y lo que se entiende por eficiencia energética y sustentabilidad. Se dan a conocer las normas legales que afectan a la construcción de Viviendas Sociales y las nuevas propuesta gubernamentales en esta materia, específicamente, el Sistema de Calificación Energética de Vivienda.
Nowadays it is not surprising to tell that there are many energetic issues worldwide. Actually, the economic development is strongly related to the energetic consumption, but some factors such as the depletion of fuel, pollution, demographic growth, overcrowding and the concern about the environment have created the need of developing new technologies in order to reach sustainable development. The residential sector takes on special relevance at this point because it’s known that it has a high potential of reducing the amount of greenhouse gases and promoting reductions of energy consumption at this level. The following study is about promoting energetic efficiency as a public policy through evaluating the social effects of increasing the current thermal conditioning standards in social welfare houses using an economic evaluation from the government. In order to accomplish this some existing background is shown, such as, the actual situation in the national electricity market and general concepts about energy efficiency and sustainability. Some legal aspects are also considered, especially the new ones like The Energy Rating System Housing.
