Abstract
Del cambio climático y el calentamiento global nace el llamado al cuidado de la energíay de la emisión de gases efecto invernadero que se expulsan al medio ambiente. En estecontexto, se analiza el desarrollo de una Estrategia Energética en la Universidad TécnicaFederico Santa María que lleve a la institución a la gestión de energía sustentable.En dicha Estrategia Energética se propone un total de 7 proyectos. A la hora de realizarla evaluación de éstos existen herramientas tales como indicadores económicos como elVAN y el TIR que ayudan a la priorización de éstos, sin embargo, no siempre son lasmejores herramientas a utilizar.Hoy en día la relevancia de la opinión de la comunidad ha aumentado debido a quemuchas veces los proyectos la intervienen y este grupo de personas ha sido capaz de frenarun proyecto debido al impacto que sobre éste tiene, sin importar cuán favorables hayansido sus indicadores económicos.En el presente trabajo se propone una jerarquización de la cartera de proyectos quecontempla una Estrategia Energética Institucional por medio de la Metodología de EvaluaciónMulticriterio, la que permite incluir dentro del análisis no solo criterios cuantitativos(tales como indicadores económicos) sino que también cualitativos. A través de estametodología, es posible incluir la opinión de la comunidad, permitiendo que los proyectosa realizar contemplen una mayor representatividad y por consiguiente un mayor impacto,que en este caso se traduce en mayor concientización y mejores resultados en el ámbitoenergético global.La metodología empleada se divide en dos etapas; la primera, donde se consulta a lacomunidad por medio de encuestas la relevancia de los criterios escogidos para evaluarsu opinión dentro de la jerarquización de proyectos; y la segunda etapa, que contemplaevaluar cómo cada proyecto aporta a cada criterio. Con lo anterior se pondera el total delas evaluaciones con el peso que obtiene cada criterio, con lo que es posible jerarquizarlos 7 proyectos propuestos de la Estrategia Energética, permitiendo asegurar un mejordesempeño global de la iniciativa.
Nowadays, caring for the produced energy and the greenhouse gases emission comesfrom the present climate situation and global warming. In this context, the developmentof an Energy Strategy is analyzed for Federico Santa María Technical University, so it canlead the institution to sustainable energy management.In the development of the energy strategy 7 projects are proposed. When evaluatingthese projects, dierent kinds of instruments are used for instance economic indicators asNPV and IRR. Nevertheless, they are not always the best instruments.To date, the opinion of communities has grown in importance due to the fact that manytimes projects aect the quality of life of this group of people. Nowadays, a communityis capable of cutting down a project because of the impact it has in people’s environmentand their quality of life, no matter how good their economic indicators are.The present study proposes the hierarchy of the energy strategy’s project portfolio throughthe Multicriteria Methodology, which has the capability of including in the analysisnot only the quantitative criteria (such as economic indicators) but also qualitative. By itsapplication, it is possible to include the opinion of the community so the projects to be implementedwill be more representative and thus have a higher impact, which allows betterawareness and better results in the global energy field.The methodology is mainly divided in two stages: first, the community is consultedthrough surveys by the relevance of the chosen criteria, in order to evaluate their opinionin the hierarchy of the projects. Second, to assess how every project contributes to everycriterion. With this, the total of the evaluation is pondered with the weight that everycriterion obtains, making it possible to prioritize the 7 projects proposed in the energystrategy, and thus developing a better performance of the initiative.
