SALUD MENTAL EN CHILE: ANÁLISIS Y PROPUESTAS DE POLÍTICA PÚBLICA CON ENFOQUE EN LA PROMOCIÓN DE LA SALUD MENTAL Y LA PREVENCIÓN DE LOS TRASTORNOS MENTALES.

Abstract

La presente investigación busca generar una propuesta para la mejora de la situación dela salud mental (SM) en Chile. Lo antes descrito, enfocado en promoción de la salud mental(PSM) y prevención de los trastornos mentales (PTM). Primero se realiza una investigacióncon el fin de diagnosticar la situación de la SM en Chile de forma general, para luegoenfocarse respecto al desarrollo de PSM y PTM. Luego se procede a revisar la experienciainternacional, como también se genera una revisión de la literatura sobre la temática. Al yaposeer la información antes descrita, se procede a analizar el borrador del plan nacionalde salud mental para los años 2016-2025, como también la situación de la salud mentalocupacional en Chile, desde una perspectiva legislativa respecto a la PSM y PTM, para asígenerar las propuestas de mejora.La presente investigación muestra el hecho de que en Chile la salud mental comotemática se ha desarrollado a lo largo de los años, pero este desarrollo no ha sido suficientesi se analiza el fuerte incremento en las tasas de prevalencia de trastornos mentales,como también de suicidio en el país. Respecto a la problemática antes descrita, en estainvestigación se vincula como un posible factor el hecho de que las acciones respecto ala SM en Chile se han desarrollado principalmente en tratamiento y rehabilitación de laspersonas con trastornos mentales, dejando de lado la PSM y la PTM. Es por esto que sepropone incorporar a la PSM y la PTM dentro del plan nacional de SM 2016-2025 comouna linea de acción por si sola, con indicadores y acciones al respecto. Además de crear lacomisión nacional de salud mental, como un ente garante del desarrollo de estas acciones yotras más respecto a la SM en general. Por último se propone respecto a la salud mentalocupacional, la inclusión de las administradoras del seguro social contra accidentes deltrabajo y enfermedades profesionales (mutuales de seguridad), como agentes de PSM yPTM en el lugar de trabajo, a partir de la modificación de la Ley N° 16.744.

The following research seeks to find a proposal to improve the mental health (MH)situation in Chile. This was done, starting from the promotion of mental health (PMH) andmental disorders prevention (MDP). Firstly, an investigation was carried out to diagnosethe general situation of MH in Chile to then focus on the development on PMH and MDP.Following this, a revision of international literature and related articles were made. Havingthis done, the Mental Health National Plan Draft for 2016-2025 was revised and analised.In addition, the situation of occupational mental health in Chile was studied, from a legalpoint of view regarding the PMH and MDP in order to create proposals for improvement.This investigation shows the fact that mental health in Chile, as a topic has beendeveloped over the years. Although this has not been enough considering the increasingrates of both mental disorders and suicide rates in the country. The fact that the actions onmental health in Chile have been mainly in treatment and rehabilitation, leaving behind thePMH and MDP is a possible factor according to this investigation. Therefore, incorporatingthe PMH and MDP into the national plan of MH of 2016-2015 is proposed as a line ofaction by itself, with indicators and respective actions. Furthermore, the creation of anational committee of mental health as a guarantor entity of the development of actionsregarding MH in general. Finally, regarding occupational mental health, the inclusionof social insurance administrators against work related accidents and diseases (mutualinsurance) is proposed, after the modification of the N°16.744 law.
