Abstract
El Centro Histórico (CH) de la ciudad de Valparaíso, declarado como SitioPatrimonio Mundial de la UNESCO en el 2003, se ha visto afectado por unaserie de riesgos que ponen en peligro su conservación y riqueza cultural reconocida por toda la humanidad. En los últimos años las amenazas sísmicas eincendios han generado cuantiosas pérdidas y daños irreversibles a importantesedificios de gran valor histórico y/o artístico del área UNESCO de Valparaíso.El problema deriva de una falta de un Plan de Gestión del Riesgo – integradoal Plan de Manejo en desarrollo por el PDGP de Valparaíso – para el CH de laciudad, lo que deja en una condición de vulnerabilidad a los edificios y espaciospúblicos representativos del lugar. Sin duda, la destrucción o el deteriorode estos inmuebles patrimoniales significa una posible pérdida de herenciacultural e identidad propia de un pueblo.Dicho lo anterior, la investigación quiso hacer visible una problemática enValparaíso que no ha sido abordado con la importancia que merece. Esta investigaciónindaga en primera instancia en los conceptos asociados al riesgo,que comprenden los términos de amenaza y vulnerabilidad, necesarios para elestudio del riesgo y el desarrollo de una adecuada gestión. Un Plan de Gestióndel Riesgo de Desastres es factible mediante la identificación y evaluación delos riesgos que podrían ocasionar consecuencias negativas a los bienes patrimoniales.El objetivo principal de esta investigación es proponer el desarrollo de unametodología para la evaluación de los riesgos en Monumentos e Inmuebles devalor cultural del área UNESCO de Valparaíso, desde una perspectiva holísticae integral que incluya, además del riesgo físico, variables económicas, sociales,políticas, entre otras, lo que permitirá orientar la toma de decisiones en la gestióndel riesgo para zonas de la ciudad que posiblemente puedan ser afectadas.
The Historic Centre (HC) of the city of Valparaíso, declared World HeritageSite by UNESCO in 2003, has been affected by a number of risks that threatenits conservation and cultural richness.In recent years, seismic hazards andfires have generated significant loss and irreversible damage to important buildingsof great historical and/or artistic value of UNESCO area in Valparaíso.The problem derives from the lack of a plan risk management for the HC ofthe city - integrated in the management plan being developed by the PDGPValparaíso. This leaves the HC, buildings and representative public spaces, ina condition of vulnerability. Undoubtedly, the destruction or deterioration ofthese valuable buildings means the possible loss of cultural heritage and theidentity of people.That being said, the research wanted to highlight a problem, in Valparaíso,that has not been addressed with the importance it deserves. This researchinvestigates first the concepts of associated risks, which compromise the termsof threat and vulnerability, necessary for threat analysis and the developmentof an appropriate treatment. Plan Disaster Risk Management is feasible byidentifying and assessing the risks that could cause negative consequences tothe assets.The main objective of this research is to propose the development of a methodologyfor assessing risks in monuments and properties of cultural value ofUNESCO in Valparaíso, from a holistic and comprehensive approach that includes,besides the physical risk, economic, social and political variables, amongothers, which will guide decision-making in risk management for areas of thecity that could possibly be affected.
