Abstract
En la presente memoria de título se analizaran los diferentes contratos marcos pactados por la empresa ESVAL y Aguas del Valle con sus respectivos contratistas sanitarios, dichos contratos se efectúan de manera individual para las 6 subgerencias zonales en las que se dividen las empresas. El análisis se hará centrándose en el estudio de sus bases administrativas, ofertas económicas y especificaciones técnicas.El primer paso a ejecutar será cotejar la totalidad de documentos e información perteneciente a cada contrato y así obtener un bosquejo de la situación actual de la empresa.Luego se hará un estudio de las Bases Administrativas, determinando las diferencias, deficiencias y las variables más influyentes de estas, todo esto enfocado en los aspectos que puedan incidir en el precio final ofertado. Para el caso de las diferentes ofertas económicas, estas se estudiaran en base a su itemizado de precios unitarios, comparando cada partida y estableciendo el porqué de las diferencias en los costos. Los cuales podrán deberse a diferencias en especificaciones técnicas, particularidades constructivas u otras encontradas durante el desarrollo del tema. Con las especificaciones técnicas se efectuará un proceso similar al descrito anteriormente, dado que estas se analizaran y darán recomendaciones para su mejoraEl fin del estudio es analizar la situación actual de la empresa, entregar lineamientos generales para mejorar el proceso y definir si extender los contratos o realizar una nueva licitación, esto para cada zona analizada.Los resultados obtenidos señalan el camino a seguir en los contratos, el cual puede ser una extensión del contrato o una nueva licitación. Se recomienda extender el contrato para Z1, Z2 y Z3 de la SGZ Valparaíso,Para la Z1 Quillota, Z3 y Z4 SGZ San Felipe los Andes se recomienda efectuar una nueva licitación.Para las zonas de Litoral Sur y Aguas del Valle se recomienda efectuar una nueva licitación, además de crear especificaciones técnicas para obras programadas.
This document will analyze the different framework contracts agreement by the company ESVAL and Aguas Del Valle with their respective sanitary contractors, these contracts are made individually for the 6 manager zones in which the companies are divided. The analysis will be done focusing on the study of the administrative bases, economic offers and technical specifications.The first step will be to collet and analyses all the documents and information pertaining to each contract and obtain the current situation of the company.Then a study of the Administrative bases will be made, determining the differences, deficiencies and the most influential variables of these, all this focused on the aspects that may affect the final price offered. For the case of the different economic offers, these will be studied on the basis of their items unit prices, comparing each item and establishing the reasons for differences in costs. These may be due to differences in technical specifications, constructive features or others encountered during the development of the theme. A process similar to the one describe above will be carried out with the technical specifications, since these will be analyzed and will give recommendations for their improvementThe purpose of the study is to analyze the current situation of the company, to provide general guidelines to improve the process and to define whether to extend the contracts or to carry out a new offer, this for each analyzed area.The results obtained indicate the way to follow in contracts, which may be an extension of the contract or a new offer.
