Abstract
La presente memoria para optar al título de Constructor Civil, se ejecuta con el fin de evaluar la viabilidad de implementación de rutas especiales para biciclos en la ciudad de Valparaíso que cada vez en sus calles observa un mayor número de ciclistas. Se presenta, desarrolla y aplica una metodología para la formulación y evaluación de proyectos de habilitación de planes maestros de ciclo-rutas.La evaluación se desarrolla en base a la Etapa A y Etapa B de la “Metodología para la Formulación y Evaluación de Planes Maestros de Ciclo-Rutas”, documento elaborado por SECTRA, organismo perteneciente a la Subsecretaría de Transportes del Ministerio de Transportes y Telecomunicaciones.La primera tarea desarrollada es el diagnóstico de la zona en estudio, tarea que requiere la recopilación de información para caracterizar y cuantificar algunas variables relevantes en el análisis. Luego de esta etapa se generó una Propuesta Inicial de Ejes que incluye todos aquellos tramos que se deben estudiar y que potencialmente pueden albergar una Ciclo Ruta.Sobre la Propuesta Inicial de Ejes se aplicó una Metodología de Selección de Ejes Propuestos donde cada uno de ellos en combinación con un tipo de solución (Tipo de Ciclovía) se sometió a la valorización de cinco atributos definidos:¿ Factibilidad de Construcción¿ Flujos de Bicicletas¿ Análisis de Accidentes que Involucren Ciclistas¿ Nivel de Interferencia con otros Medios de Transporte¿ Aspectos AmbientalesEn conjunto estos atributos permitieron decidir frente a la Propuesta Inicial de Ejes y determinar cuáles de ellos forman parte de la Propuesta Inicial de Plan Maestro de Ciclorutas que representa aquellos ejes que cumplen con las condiciones ideales para acoger una facilidad ciclo-vial.Con este estudio se demuestra que preliminarmente existe la factibilidad técnica de desarrollar estas soluciones cicloviales en la ciudad, se aclara que existe una demanda de ellas, demanda que en el caso de implementación de las ciclovías aumentaría más aun generando de esta forma un círculo virtuoso en pos de incentivar el uso del biciclo como medio de transporte.La implementación de una ciclovía en el Eje A (Av. España) se muestra como la de mayor interés en la Propuesta Inicial de Plan Maestro de Ciclorutas al permitir un traslado entre dos centros urbanos que generan gran cantidad de viajes diarios entre sí, viajes en una distancia inferior a 7 km fácilmente abordable en una bicicleta.Junto a la Propuesta Inicial de Plan Maestro de Ciclorutas se presentan prediseños que incluyen; diseño en planta de las rutas seleccionadas, perfiles transversales y el costo preliminar de la implementación de estas rutas.
The present report to qualify for the title of Civil Constructor, is carried out in order to evaluate the feasibility of implementing special routes for bicycles in the city of Valparaíso that every time in its streets observes a greater number of cyclists. A methodology is presented, developed and applied for the formulation and evaluation of pilot projects for cycle master plans.The evaluation is developed on the basis of Stage A and Stage B of the "Methodology for the Formulation and Evaluation of Cycle-Route Master Plans", a document prepared by SECTRA, agency belonging to the Deputy Secretary of Transport of the Ministry of Transport and Telecommunications MTT.The first task developed is the diagnosis of the area under study, a task that requires the collection of information to characterize and quantify some relevant variables in the analysis. After this stage an Initial Proposal of Axes was generated that includes all those sections that must be studied and that can potentially host a Cycle-Route.A Methodology of Selection of Proposed Axes is applied on the Initial Proposal of Axes where each of them in combination with a type of solution (Type of Bikeway) was subjected to the valorization of five defined attributes:¿ Construction Feasibility¿ Bicycle Flows¿ Analysis of Accidents Involving Cyclists¿ Level of Interference with Other Means of Transport¿ Environmental AspectsTogether these attributes allowed to decide against the Initial Proposal of Axes and determine which of them are part of the Initial Proposal of Master Plan of Cycle-Route that represents those axes that meet the ideal conditions to host a cycle-vial facility.This study shows that preliminary technical feasibility exists to develop these cycling solutions in the city, it is clarified that there is a demand for them, demand that in the case of implementation of the cycle paths would increase even more, thus generating a virtuous circle in to encourage the use of bicycles as a means of transport.The implementation of a bikeway in Axis A (Av. Spain) is shown to be of the greatest interest and urgency by allowing a transfer between two urban centers that generate a large amount of daily trips to each other, trips in a distance of less than 7 km easily Approachable on a bicycle.Next to the Initial Proposal of Master Plan of Route Cycle are presented pre-designs that include; plan design of the selected routes, cross-sectional profiles and the preliminary cost of implementing these routes.
