ANALIZAR, EVALUAR E IMPLEMENTAR MEJORAS A LA PRODUCCIÓN DEL SUBDEPARTAMENTO DE INFRAESTRUCTURA Y PROYECTOS DEL SERVICIO NACIONAL DE ADUANAS APLICANDO METODOLOGÍA LEAN CONSTRUCTION

Abstract

El Subdepartamento de Infraestructura y Proyectos es una unidad importante dentro del Departamento de Bienes y Servicio la cual está regida por la Subdirección Administrativa del Servicio Nacional de Aduanas. Sus funciones contemplan el mejoramiento, reparación y creación de proyectos que se requieran en las diferentes direcciones regionales y nacionales de la Aduana a lo largo de todo Chile. Estas se ejecutan todos los años, según los requerimientos que exista y el presupuesto anual para este ítem.Es deber de este Subdepartamento realizar visitas de obras, obtención de información, fotografías, levantar mediciones, observaciones y requerimientos, para luego confeccionar todos los documentos asociados a un diseño de proyecto de construcción: bases y especificaciones técnicas, planos, presupuesto referencial detallado y otras informaciones necesarias para describir todas las obras a realizar.Es también deber de los profesionales de esta unidad la evaluación técnica de las empresas y constructoras que postulen a los distintos proyectos licitados en el portal Mercado Público, realizando una puntuación objetiva para establecer quién es más apto técnicamente para realizar las obras o estudios.Finalmente, cuando las obras estén en ejecución, los funcionarios del Subdepartamento de Infraestructura y Proyecto se debe encargar de la inspección de obras, realizar informes de avances, solicitar estados de pagos, control de obras, además recibir los trabajos terminados y todos los procesos técnicos y administrativos que esto conlleva.Por todas las funciones antes descritas, es que se quiere demostrar, evaluar, establecer e implementar, a través de un diagnóstico actual, las mejoras al funcionamiento que posee el Subdepartamento de infraestructura y proyectos, realizando un análisis y descripción de: los procesos de trabajos, gestión de evaluación de licitaciones, administración y control de obras; todo esto con el objetivo de establecer problemas, deficiencias o errores que se podrían perfeccionar, modificar o simplificar en ámbitos de costos y plazos de los proyectos.
