dc.description.abstractnternacionalmente, la OACI establece la normativa y recomendaciones sobre aviación civil cuyos miembros, los Estados Contratantes, deben y/o pueden acatar, dependiendo de cuál sea el caso. En Chile, la Dirección General de Aeronáutica Civil se encarga de la administración de la aviación civil. Sin embargo, posee algunas diferencias con las recomendaciones presentadas por la organización internacional, OACI. Una de estas diferencias reside en la investigación de accidentes e incidentes aeronáuticos, el cuál es realizado por el Departamento de Prevención de Accidentes de la DGAC, cuando la OACI determina que dicha tarea no debe estar en manos de una organización de aviación. El presente informe busca generar una propuesta de un departamento de investigación de accidentes, con el fin de separar de la DGAC dicha tarea y cumplir con dicha recomendación de la OACI.Con el fin de cumplir lo propuesto, el estudio realizado en el presente trabajo ha abarcado dos puntos principales enfocados en la seguridad operacional y, siendo más específicos, la investigación de incidentes y accidentes aeronáuticos. El primer punto en estudio fue la causa y detalle de los sucesos ocurridos durante los últimos años en Chile, a través del estudio de los informes finales publicados por la DGAC, generados por el Departamento de Prevención de Accidentes, en el marco del Plan de Seguridad Nacional.Dicha revisión permitió conocer cuáles han sido los causales de los principales accidentes y, lo que es más importante, en que podría mejorar el actuar del Departamento de Prevención; aquellos accidentes cuyas causas deben ser tratadas más a fondo, a través de un seguimiento y fiscalización mejor realizados.A través de esta revisión, se pudo justificar un cambio en la organización de investigación de accidentes más allá que la idea de simplemente cumplir con todas las recomendaciones de la OACI. Es así como se llegó al segundo punto, que es el establecimiento de la propuesta en sí.El estudio de los organigramas y, en general, el chequeo de ejemplos a nivel internacional supuso la comparación con la realidad chilena y la confección de un esqueleto básico para el modelamiento de la propuesta final. Se determinó, por lo tanto, una organización separada en divisiones funcionales, donde cada una desempeñara una tarea para el proceso de investigación. Se obtuvieron la División de Investigación y Análisis, que busca los datos y los analiza, llegando a las causas raíces del suceso; la División de Prevención, Difusión y Seguimiento, que como dice su nombre, se desempeñan en la post-investigación y en el punto más relevante que son los trabajos de prevención; y la División de Administración, que se preocupa por las necesidades y el correcto desempeño del Departamento.Es así, a través de la determinación de aquellas divisiones, que se forja el Departamento de Investigación, Prevención y Seguimiento de Accidentes, DIPSA, cuyo proceso de operación amplía lo ya realizado a través del Departamento de Prevención de Accidentes, poniendo un mayor énfasis en la post-investigación. De esta forma, se puede avanzar en pos de lograr el objetivo de generar una institución separada de la DGAC, y que mejore el trabajo actualmente realizado por dicho ente.Finalmente, se estimó un presupuesto básico para el Departamento. Teniendo 3 puntos básicos en mente, que son los sueldos, viáticos e infraestructura, se determinó un monto mensual de $38.071.026. Si se compara con el presupuesto aprobado oficial con el que trabaja el Departamento de Prevención de Accidentes actual, sacando los puntos de sueldos e infraestructura, se tiene que lo aquí estimado sólo llega al 33% de lo presupuestado por DGAC. Esto es debido a que dicho departamento realiza más trabajos que la investigación de accidentes.es_CL
dc.description.abstractGlobally, the ICAO establishes the rules and recommendations about civil aviation, which members should and/or can abide, depending on the case. In Chile, the DGAC is responsible for the administration of the civil aviation. However, it has some differences with the recommendations presented by the international organization, ICAO. One of these differences takes part on the accident and incident investigation issue, which is done by the Accident Prevention Department of the DGAC, when the ICAO sets that this task must not be on the hands of an aviation organization. This report searches for a proposal for an accident investigation department, to separate that task from the DGAC and accomplish with the recommendations of the ICAO.The present work has taken two main points focused on the Aviation safety and, more in detail, the aeronautical accident and incident investigation. The first point to study was the cause and the details of the events that have taken place among the last years in Chile through the analysis of the Final Reports published by the DGAC, generated by the Accident Prevention Department in the frame of the National Safety Plan.That analysis allowed knowing which has been the causes of the accidents and, what is more important, how it can improve the Accident Prevention Department’s work: those events whose causes need to be treated with a tracing and an inspection better done.With that analysis, it could be justified a change of organizations, taking the initial idea beyond a simple achievement of the ICAO’s recommendations. So, this leads to the second point of this document.The investigation of the organization charts and, in general, the revision of international examples leads to a comparison with the Chilean reality and the building of a basic frame for the modeling of the final proposal. Therefore, a basic organization with separated functional divisions was established, where each of those divisions play a part on the investigation process: the Investigation and Analysis Division, which obtains the data and analyzes it in order to reach to the event’s roots; the Prevention, Spreading and Tracing Division, which works in the post-analysis tasks; and the Administration Division, the responsible of fulfilling the Department’s needs, seeking for the correct performance of the Department.So, these Divisions forge the Investigation, Prevention and Tracing of Accidents Department, which operational process extends the work that is already done by the Accident Prevention Department, with an emphasis on post-investigation tasks.Finally, a basic budget for the Department was estimated. Having in mind 3 points, salaries, travel expenses and infrastructure, it was determined a monthly amount of 38.071.026 CLP. If this amount is compared with the official one which the DGAC’s Accident Prevention Departament works, taking apart the salaries and infrastructure points, the amount estimated here only reaches the 33% of that. This is because the Accident Prevention Department has more tasks than the accident investigation.eng
