ESTUDIO TÉCNICO-ECONÓMICO PARA ADQUISICIÓN DE UN HELICÓPTERO, ORIENTADO AL COMBATE DE INCENDIOS EN CHILE
Abstract
Chile es un país con zonas boscosas, especialmente en la parte sur. La Octava Región, Bío Bío, es la región que históricamente ha presentado la mayor cantidad de incendios forestales, con un total de 27.054 incendios registrados entre los años 1989 y 2015, lo que representa el 26,6% de incendios totales registrados en ese período1. En dicha región se concentra casi el 38% de las plantaciones forestales del país, siendo la región con mayor participación en la industria forestal de Chile2.Además, el clima tiende a ser seco en ciertas regiones cercanas al centro del país, como por ejemplo, la Quinta Región, donde históricamente se han producido el 22,9% del total de incendios forestales entre 1989 y 20153. La actividad del hombre se ha expandido a zonas alejadas de la capital, muchas veces resultado del apoyo al turismo, lo que le permite a una mayor cantidad de personas visitar lugares usualmente alejados de la mano del hombre. De acuerdo a investigaciones realizadas por entidades como CONAF o DGAC, es en estas circunstancias que se producen la mayoría de los incendios forestales, ya sea por negligencia, falta de responsabilidad o simplemente hechos ilícitos por parte de los humanos.Debido a que estas áreas por lo general están alejadas de la civilización, surgió la necesidad de emplear un tipo de transporte que permitiera un medio de acceso a entidades dedicadas al combate de incendios. Así es como se comenzaron a emplear medios de transporte aéreos en el combate de incendios, ya sean aviones o helicópteros.Hoy en día, la principal entidad dedicada al combate de incendios es CONAF, la cual se encarga de emplear su propia flota de aeronaves, o bien, establecer contratos con operadores de la industria para arrendar aeronaves durante ciertas temporadas.El objetivo de esta memoria fue brindar apoyo en la decisión a la que se ven enfrentados estos operadores o entidades cuando no existe suficiente oferta para suplir la demanda de incendios forestales, objetivo que se cumplió mediante el análisis de aspectos técnicos y económicos, esbozando una idea sobre el impacto que tendría la adquisición de un helicóptero para el operador, donde se entregó una respuesta sobre los potenciales beneficios y tipos de costos involucrados, además de la presentación de información relacionada a los incendios forestales en Chile y los diversos aspectos que se deben considerar al momento de tomar la decisión de incorporar una nueva aeronave en esta actividad. Chile is a country with extensive wooded areas, especially in the south portion of the country. The Eighth Region, Bío Bío, holds the record for the region with most wildfires, with a total of 27.054 wildfires registered between 1989 and 2015, which represents 26,6% of the entire country’s wildfires during that period. This region holds almost 38% of the forest plantations, being the region with the highest participation in the wood industry in Chile.The weather is usually dry in certain regions close to the country’s center, for example, the Fifth Region, which has suffered 22,9% of the total wildfires between 1989 and 2015. The human activity has expanded to zones far away from the capital, usually as a result of tourism. This allows people to visit places normally not visited by humans. According to research by entities like CONAF or DGAC, it is in these circumstances where most wildfires start, being because of negligence, lack of responsibility or simply illicit acts performed by humans.Due to the fact that these areas are generally far away from civilization, a need for a kind of transport that helped firefighters reach efficiently the zone of conflict emerged. That is why aerial transports are employed in firefighting, being airplanes or helicopters the available means.Currently, the main entity dedicated to wildfire suppression is CONAF, which employs its own aircraft fleet or hires aircraft from third party operators in the industry, if needed.The goal of this document was to deliver support in the choice these organizations face when there is not enough supply to meet the demand. This goal was accomplished by analyzing technical and economic aspects in order to give an idea about the impact an helicopter acquisition might represent for an organization, giving an answer about the potential costs and benefits of each option, while also delivering information related to wildfires in Chile and the many factors that must be considered when making the choice of bringing a new aircraft into this activity.
