ANÁLISIS DE LAS POLÍTICAS DE REGULACIÓN DE PRECIOS EN LA INDUSTRIA FARMACÉUTICA

Abstract

En el último tiempo el mercado de medicamentos en Chile ha mostrado varios problemasque afectan el nivel de precios de estos, lo que repercute en el bienestar de la población.Estas deficiencias son provocadas en parte por la completa desregulación del mercadodesde el punto de vista económico, la industria farmacéutica, como otros en Chile, estáaltamente concentrada lo que ha llevado a hechos como el caso colusión.Estudios anteriores y experiencias internacionales indican los factores que influyen enel nivel de precios y formas de lidiar con ellos, entre estos diversos países han adoptadosistemas de regulación de precios que han mostrado ser eficaces al controlar el nivel deprecios, sin embargo esta eficacia depende del país y del sistema que se implemente.Dado el fracaso que ha supuesto el sistema desregulado en Chile se propone un sistemade precios de referencia basado en el costo-efectividad de los mismos, que de mayorimportancia a los medicamentos genéricos, que sea predecible y transparente. A lo anteriorse agrega un plan para disminuir el Gasto de Bolsillo en Medicamentos a través de unreembolso en FONASA, que debe ser financiado tanto por la persona como por el Estado.

Various countries have adopted systems of priceregulation that have proven to be eective in controlling the price level, however thiseectiveness depends on the country and the system that is implemented.Given the failure that has resulted in the deregulated system in Chile a system ofreference prices based on the cost-eectiveness of the same, that of greater importance togeneric drugs, that is predictable and transparent. Is proposed To this a plan to decreasespending pocket drug through a refund in FONASA, which should be financed both by theindividual and the State is added.
