DISEÑO DE UN SISTEMA DE GESTIÓN DE CALIDAD CERTIFICABLE BASADO EN LA NORMA CHILENA 2909 OF. 2004 PARA SER IMPLEMENTADO EN UNA PYME
Abstract
Actualmente en Chile las Pequeñas y Medianas Empresas (PYMES) representan unade las principales fuentes de ingresos de los hogares chilenos y son un elemento relevante,debido a su alcance, para el PIB del país y a la estabilidad laboral, siendo la segunda fuentede empleo del país. Sin embargo, son pocas las PYMES que logran adaptarse a los vaivenesde la economía y mantener su propia sostenibilidad. Se estima que sólo la mitad de lasPYMES siguen operando luego de cuatro años de operación.Distintos estudios muestran la necesidad de generar capacidades de gestión al interiorde las PYMES para aumentar su competitividad y sostenibilidad. A raíz de esto, en 2004,se crea la Norma Chilena 2909 (NCh 2909) que tenía como objetivo permitir a las Pymes,a través de una sistema de gestión, generar procesos claros, estables y bien definidos , quepromueva menos errores y fallas, aumentando la fidelización de clientes.La siguiente memoria busca entregar evidencia y mejoras del impacto e implementaciónde la NCh 2909 incorporando elementos de reconocidas metodologías de implementaciónde sistemas de gestión, como ISO 9001 y el Modelo EFQM, aplicando la metodología dela NCh 2909 integrando estos nuevos elementos en la PYME textil REHUCE.La metodología propuesta consta de 5 etapas: capacitación, diagnóstico, informe diagnóstico,priorización de actividades y plan de implementación. Para el caso de esta memoriase considerarán las 5 etapas y la evaluación de su proceso.En la etapa de capacitación se definen los cursos necesarios de formación para la empresa,además del levantamiento de procesos. Los cursos de capacitación tienen una duraciónde 24 horas en un total de 12 días y un costo total de 44,19 UF. En la etapa de diagnósticose realiza el análisis FODA, donde se destacan sus principales fortalezas, oportunidades,debilidades y amenazas, y luego el análisis de requisitos NCh 2909 donde se mide el nivelde cumplimiento de los requisitos de la norma en el que está REHUCE. Esto se realiza mediante entrevistas a la gerencia de la empresa, obteniéndose un 26,55% de cumplimientode la norma, es decir, una brecha por cerrar de 73,45 %. Con estos resultados se redactó uninforme de diagnóstico para la empresa. Luego se define la prioridad de las actividades quese deben realizar.Finalmente se diseña un plan de actividades con el fin de poder cerrar las brechasexistentes. En dicho plan se detallan las actividades, recursos necesarios, duración y responsablede cada actividad. Todo el proyecto, considerando todas las etapas mencionadas,tiene una duración total de 125 días y un costo total de 415,55 UF.Para la correcta implementación se realiza el análisis de los resultados obtenidos, entregandolos factores críticos de éxito y recomendaciones para el proyecto. Además sedefinen los beneficios esperados para Rehuce, en base a los indicadores de desempeño, loscuales tienen relación con el retraso en la entrega de las ventas, porcentaje de reclamos, deproductos defectuosos y de licitaciones adjudicadas, estableciendo la meta esperada luegode la implementación del Sistema de Gestión de Calidad en la empresa.Con este trabajo se entregan las directrices para que la empresa pueda realizar la implementación y certificación de la Norma Chilena 2909.. Currently, in Chile, Small and Medium size Enterprises -SMEs- represent one of themain sources of income in Chilean homes and they are also a relevant element, because ofits reach for the country’s GDP and work stability, this being the second source of employmentin the country. However, very few SMEs manage to adapt to economic fluctuationsand maintain their stability. It is calculated that only half SMEs keep operating after fouryears in business.Dierent studies show the need to generate management skills within the SMEs toincrease the competitively and sustainability. Because of this, in 2004 a Chilean Regulationis created (NCh 2909), that had as an objective to allow SMEs, through a managementsystem, to generate clear, stable and well defined processes, promoting less errors and flaws,increasing customer loyalty.The next dissertation aims to provide evidence and improvements of the impact andimplementation of NCh 2909, including elements of well-known implementation methodologiesof management systems, as ISO 9001, and the EFQM Model, applying NCh 2909methodology integrating these new elements to the textile SME, REHUCE.The proposed methodology consists of 5 stages: training, diagnose, diagnose report,activity prioritization and implementation plan. For the case of this dissertation all 5 stageswill be considered and also the evaluation of the process.On the training stage, the necessary courses for the formation of the business are defined.This courses lasts 24 hours in a span of 12 days with a cost of 44,19 UF. On the diagnosestage a SWOT analysis is done, in which the main strengths, opportunities, weaknessesand threats are highlighted, then, on the NCh 2909 requirements analysis, the level ofcompliance of this regulation is measured in which we can find REHUCE. This is done byinterviews with the management of the company, getting a 26,55% of compliance with the regulation, this means, a closing gap of 73,45 %. With these results, a diagnose report wasdrawn for the company. After this, the activity priority to be done is defined.Finally, an activity plan is designed with the objective of being able to close the remaininggaps. In this plan, the activities, needed resources, duration and person responsible areshown in detail. The whole project, considering all mentioned stages, has a duration of 125days and costs of 415,55 UF.For the correct implementation an analysis on the obtained results is done, deliveringthe critical factors for success and recommendations for the project. With this work, thegeneral guidelines are delivered to the company, so that they are able to carry out theimplementation and certification of NCh 2909.
